‘ACHIEVING WORLD CLASS CANCER OUTCOMES’ A STRATEGY FOR ENGLAND 2015-2020 John Renninson Clinical Lead Peninsula Cancer Alliance

Background 5 year plan to improve ‘the outcomes delivered by the NHS for those affected by cancer’ Strategy written by The Independent Cancer Task Force Document commissioned by NHS England, Monitor, TDA, CQC, PHE and HEE.

The numbers! Rising incidence – 300000 per year 350000 by 2027 Half of people born after 1960 will experience cancer Better outcomes – more survivors, more treatments Survivors living longer with more risks of effects of treatment 70% of cancer survivors have other long term conditions 10 suspected cancer referrals for every 1 diagnosed

6 key themes Upgrade prevention and public health Achieve earlier diagnosis Patient experience is as important as outcomes Transform living with and beyond cancer Invest to maintain high quality services Overhaul commissioning and accountability

Projected outcomes by 2020 30,000 patients surviving cancer by 10 years or more Closing the gap between UK and Europe/other countries Better care path integration Patients are better informed and empowered Improved experience Reduction in numbers of cancers diagnosed Reduction in variable access to services

‘Radical upgrade’ of prevention in Public Health More awareness campaigns Smoking and obesity campaigns Alcohol and UV exposure reduction Targeted symptom campaigns Increase screening uptake Reduced survival deficit for older people More Genetic testing

Drive a national program to achieve earlier diagnosis Faster access to investigations – more GP direct access New 4 week target - from referral to communication of results of diagnosis of cancer or not – 95% target Reduce burden on GPs with new models- Community diagnostic centres and community Cancer Specialist Nurses.

‘Patient experience as important as clinical effectiveness’ Annual CPES to continue Access to Specialist Nurses to be extended Cancer support workers in secondary care CNSs in GP practices National comprehensive needs tool to be agreed for over 75s By 2020 all patients have access to results online

Transform approach to living with and beyond cancer. Recovery package rollout accelerated. All patients to have access by 2020. Stratified care for follow up to be in place for all common cancers. National quality of life measure to be commissioned CCGs must commission appropriate End of Life care.

Investment Replace all LINACs older than 10 years and upgrade all older than 5 years. Molecular diagnostics to be nationally commissioned. Workforce planning for shortages in Radiology, Radiographer, Endoscopy, Clinical and Medical Oncology, CNSs for treatment and care.

Overhaul of commissioning. Establish ‘Cancer Alliances’ Commissioners to take patient experience into account in decision making CCG dashboards are quality measure based Review how cancer services are commissioned

And a few more! Targeting equity for older patients with cancer Comprehensive needs assessment tool ‘Cancer vanguards’ established 92 recommendations in total. Transformation funding available for projects to deliver priorities

What is happening now Cancer Alliances established Asked to focus on prevention, earlier diagnosis and living with and beyond cancer. Funding proposals submitted Establishing links to CCGs, treatment providers and STPs. Encouraging and supporting the voice of patients, and those around them affected by cancer.
