Purpose of the Six-Year Funding Needs Study Identify the region’s near-term (six-year) critical transportation needs, estimate the available revenues, and identify the funding shortfalls Inform the public and elected officials of any critical shortages of funds over the next six years

Determination of Six-Year Available Revenues Six-year estimates of available revenues will correspond to the year 2005 through 2010 estimates already prepared for the 2003 CLRP Financial Analysis Action Steps to formalize the revenue forecasts Review CLRP revenue estimates with the agencies Updates if already compiled by agencies

Compilation of Six-Year Needs and the Unfunded Portion of Needs The needs estimate will include only realistic needs that an agency would implement in the next six years if funds were available Action Steps to compile six-year needs Meet with each principal agency (WMATA, DDOT, VDOT, MDOT) to solicit needs estimates If an agency has an existing statement of its transportation investment needs and unfunded needs for the next six years, that will be the basis for the needs estimate to be compiled. It was agreed that the consultant team will help prepare estimates for the agencies if six-year estimates have not been assembled

Progress to Date and Next Steps on Six-Year Needs Estimates by Jurisdiction and Agency Suburban Maryland – MDOT’s Task Force and Commission have an available estimate of six-year needs, revenues, and shortfalls; next – confirm and extend to local agencies as needed District of Columbia – The District of Columbia has estimates of six-year needs as part of the 2003 CLRP Update of year-by-year revenues and expenditures; next – refine and update, with DDOT identifying and updating needs for 2005-2010 WMATA – WMATA has already compiled the six-year needs in detail; next – WMATA will confirm the most up-to-date six-year needs estimates for 2005-2010

Progress on Development of Needs Estimates by Jurisdiction and Agency Northern Virginia For transit agencies in Northern Virginia, the consultant team has already compiled six-year needs for all of the Northern Virginia transit providers in recent work for the Virginia DRPT; next – with the permission of Virginia DRPT, these estimates are being reviewed with the Northern Virginia transit agencies For highways in Northern Virginia, VDOT has defined a methodology to compile the six-year needs from available programs and plans; next – the consultant team, VDOT, and local jurisdictions will use VDOT’s methodology to prepare an estimate of six-year Northern Virginia highway needs
