THE ASSESSMENT-BASED NATIONAL DIALOGUE TOWARDS A NATIONAL SOCIAL PROTECTION FLOOR: Concept, Process, and Work Plan Department of Labor and Employment

Social protection floors: four guarantees  All residents have access to essential health care including maternity care  All children enjoy basic income security (providing access to nutrition, education and care)  All persons in active age who are unable to earn sufficient income (e.g. in case of sickness, maternity, unemployment, disability) enjoy basic income security  All older persons enjoy basic income security

Social protection floors: a minimum entitlement Poor Rest of informal sector Formal Sector Social protection floor: social security guarantees providing income security and access to goods and services Social security system: based on the SPF, provide higher levels of protection to as many people as possible Level of protection

SPF INITIATIVES : May 2013 - Pilot Convergence Program for Workers in the Informal Sector Thru the SDC Subcommittees on Informal Sector and Social Protection (Lead agencies: NEDA, DSWD, DOLE) 21 May 2014 - The United Nations Country Team (UNCT) met on 21 May 2014 and expressed their support for the ABND Philippines exercise. 23 May 2014 - ILO met with DOLE on 23 May 2014, to present the ABND process and its relevance for the country.

SPF INITIATIVES 28 May 2014- Several stakeholders met to understand the details of the ABND methodology, discuss the launch of the ABND exercise and set up of a Core Group (CG) for the exercise. NEDA DOLE DSWD NAPC DBM PSA ECOP FFW UNCT

SPF INITIATIVES : 5 June2014 - DOLE presented the ABND exercise to the Secretaries of DSWD, NEDA and DOLE at the joint Social Development Committee (SDC) cabinet level and Human Development and Poverty Reduction (HDPR) cluster meeting and received the commitment of the agencies to the ABND. 19 June 2014, the Core Group had its first meeting to decide on its tasks and responsibilities, and to come up with a work plan for the coming months. DOLE requested NEDA to co-chair the ABND process with them.

SPF INITIATIVES : An overview of the ABND was presented to the HDPR cluster and the NEDA SDC Technical Board and updated on the activities on 27 November 2014. 2 December 2014 – The ABND exercise was presented to NEDA Regional Directors January 2015 - DOLE issued Administrative Order No. 61-15 to create a Technical Working Group (TWG) to conduct the ABND process. February 3 - latest ABND Core Group meeting to finalize the ABND matrix

The ABND approach Objectives Outputs 3 steps Answer a simple question: Is the social protection floor a reality for all members of society? An assessment matrix which compares the SP situation to the SPF leading to recommendations A costing & fiscal space analysis leading to priority policy options & sequencing A mechanism for national dialogue and policy coordination ABND matrix Costing model Endorsement

STEP 3 – Finalisation & endorsement STEP 1 – Assessment matrix 1. Inventory of schemes through desk review and bilateral consultations 2. Draft assessment matrix 3. Dialogue # 1 to validate the Assessment Matrix and provide policy recommendations 4. Translation of policy recommendations into “costable” scenarios 5. Dialogue # 2 to validate the choice of scenarios 6. Data collection for the RAP protocol and costing of the scenarios 7. Dialogue # 3 to present the results of the costing and discuss the fiscal space 9. Endorsement by the HDPR cluster; presentation to the government; publication & launch of the ABND report 8.
