Principles informing the negotiation To uphold the spirit of the Treaty of Waitangi; To recognise Whakatohea’s mana tangata, mana whenua, and mana moana To accelerate Whakatohea’s vision for prosperity and wealth To work together to realise benefits for the community Whakatōhea Transformation Framework Mihi Marino: Reconciliation with the Crown; Kōpura: Regenerating Culture; Te Puta Tieke: Intergenerational Development; and Te Umu Taonoa a Tairongo: Practising Hospitality.

Mana whenua The aspirations for mana whenua are supported in the offer through: Transfer of cultural sites totalling over 6,692 hectares; The chapter in the Bay of Plenty Conservation Management Strategy will cover approx 83,000 hectares; Cultural Materials Plan and Decision-Making Framework; Rights of first refusal over Crown land in Whakatōhea rohe; Reserve Land Development Fund; and Statutory acknowledgements over certain waterways. Up to 26 commercial sites

Mana moana The aspirations for mana moana are supported through the following redress: Reserving up to 5,000 ha for aquaculture development; Providing up to $2 million to support marine and harbour development (including up to $1 million for resource consent costs); and Offering to explore enhancements to the Ohiwa Harbour Implementation Forum.

Mana tangata The aspirations for mana tangata are supported by: commitments from the Tertiary Education Commission to work with Whakatōhea to ensure suitable tertiary education provision; Education Endowment Fund of $2 million; Te Reo Revitalisation of $1 million; Cultural Revitalisation of $5 million; Return of key sites potentially suitable for cultural development; and relationship redress with government agencies and Ministers.

Update on Mandate Inquiry Date has been set for 6-10 November 2017 Venue is being negotiated WPCT and Taumata Kaumatua think it should be held within Whakatohea rohe Inquiry is looking at issues relating to the Crowns decision to accept the WPCT mandate including; Did the Crown operate within normal policy? Did the Crown take in account of both support for and opposition to the mandate? Was it right to use the WMTB register?

Key messages The Whakatohea mandate process has been one of the most robust processes in the history of Treaty settlements The Whakatohea mandate was an Iwi mandating process The WPCT is running an open and inclusive negotiation process There is significant support for the Settlement There is no opposition to the Tribunal conducting a hearing while direct negotiations are underway Upokorehe are a part of Whakatohea
