Federal Outlook for Security Products and Services

Jaclyn Smyth Director of Strategic Sourcing Category Manager for Security & Protection U.S. Department of Homeland Security

Security and Protection Federal-wide Category Management Overview Security Industry Association Government Summit June 2017

Category Management Overview Category Management is an on-going process to improve oversight and management of commonly purchased goods and services. The Government has adopted this practice in an effort to act more like a single enterprise rather than disparate buying units. Category Management involves: Identifying core areas of spend; Collectively developing heightened levels of expertise; Leveraging shared best practices; and Providing acquisition, supply, and demand management solutions. Category Management enables the Government to eliminate redundancies, increase efficiency, boost innovation, and deliver more value and savings from the government’s acquisition programs.

Benefits of Category Management for Industry Refined requirements and more consistent behavior across Government. Category management implies an unprecedented sharing of best practices, increased collaboration with suppliers, and an alignment of buying behavior across agencies. Our efforts should lead to marked improvements in more accurately defining our requirements and in acting more as a single enterprise rather than disparate buying units. Reduced burdens on our suppliers and marketplace. Fragmentation and duplication in government buying leads directly to waste and large overhead costs on the part of our industry partners. Category Management should enable the government to improve relationships Opportunity to boost innovation. By removing barriers to doing business with the Government and aligning our focus on key markets and industries, we should improve our ability to acquire and utilize innovative solutions. Better data and increased transparency. Improving the quality of our data analytics will help the government make better, more informed buying decisions. In parallel, the Government will be as transparent as possible with the information we have to build a foundation of trust and a collaborative spirit with our suppliers.

Government Priorities in Security and Protection From a Category Management perspective across Government, the following are several current priorities: Driving innovation through research and development Expanding our aviation security posture Increasing border security Improving physical and logical access controls Protecting critical infrastructure from attacks Outfitting law enforcement personnel with sufficient resources

Key Success Factors for Industry & Government Partnership Focus on opportunities to leverage innovation and enable the Government to be proactive vs. reactive Collaborate to improve processes and work to reduce the time it takes to protect against those threats Be forward thinking and push each other to evolve technologies and capabilities Identify capability gaps and work to fill them Threats are constantly emerging and quick response is essential Openly communicate about what gaps exist and develop solutions to meet those needs Establish ongoing dialogue to better align efforts across the security and protection space

Key Takeaways for Industry Category Management can be a “WIN-WIN” for government and industry The government recognizes that it can improve the manner in which it acquires and manages goods and services Industry is encouraged to capitalize on the opportunity to educate the government on trends and best practices in the marketplace Meaningful Industry Engagement is essential to success This is your opportunity to engage with government in a candid, unfiltered format that is non-attributional The government IS listening Be open-minded and patient! Change takes time
