The Mobility Plan · background 1 The Mobility Plan · background The Comprehensive Programme for Youth Qualification and Empowerment (CPYQE) was launched in 2015 by the Spanish Chamber of Commerce. A response to the hight levels of youth unemployment in Spain. This programme has since been helping (NEETs) young people to develop their skills, gain experience and succed in the job market. The CPYQE has been designed by the Spanish Chamber of Commerce within the Youth Guarantee framework and is co-financed by the European Social Fund (ESF) and the Youth Employment Initiative (YEI). The CPYQE is composed with two different programme: Qualification and Empowerment Plan. Mobility Plan.
