Introduction to the WHPA The Western HVAC Performance Alliance (WHPA) is a California-based volunteer organization with a U.S. presence. Established in 2009 and funded through the California Investor Owned Utilities (IOUs) under the auspices of the California Public Utility Commission (CPUC) Members represent a broad set of industry voices on HVAC and energy efficiency. Speaking as the WHPA, but participating and voting individually, member organizations provide input for policy and program decision of utilities, regulatory agencies, and standards organizations such as ASHRAE. The WHPA has grown in membership and its influence on HVAC energy efficiency policy and practices has increased over the years. It now reaches beyond California to a national scope, and is beginning to provide international impact.

WHPA Noteworthy Accomplishments (partial) ASHRAE/ACCA extend Commercial HVAC Maintenance Standard 180 project (ongoing) Significant technical recommendations from WHPA Committees resulted in ASHRAE re- convening its Standard 180 project including adding economizers, revising maintenance tasks, and beginning work on educational material for the industry. WHPA Recognized in US DOE Report (2Q2016) US Department of Energy “Expert Meeting Report: HVAC Fault Detection, Diagnosis, and Repair and Replacement” officially recognized the WHPA-adopted work product roadmap: “Onboard and In-Field Fault Detection and Diagnostics,” citing that the document provides “technical guidance on the direction that policy makers must take to change the status quo.” WHPA Facilitates Members Participating in CPUC Proceeding (2Q2016) The WHPA facilitated members participating in two California Public Utility Commission Administrative Law Judge Rulings seeking parties’ input on several program delivery changes to the statewide and third-party offerings in the CPUC’s EE portfolio; and on energy efficiency baseline policy, the CPUC/CEC Staff white paper and related issues.
