How does it work? Charity 1 Charity 2 Primary Authority CRA Charity 3 Nominated partnerships Charity 2 Shared approach to compliance Primary Authority CRA Charity 3 1st click – if this relationship involves the co-ordinator providing advice or specifying compliance controls then the businesses can be said to ‘share an approach to compliance’ 2nd click – the co-ordinator can develop a relationship with a local authority that will act as primary authority for businesses in the group that want a co-ordinated partnership. The prospective primary authority and the co-ordinator agree how this would work and make an application to BRDO before making an offer to the businesses. 3rd click: The businesses can then choose to apply to BRDO. The Secretary of State nominates the local authority/ fire and rescue authority as primary authority for the business. In this example, Businesses 1-3 have chosen to apply and now have partnerships with the primary authority. Business 4 has not chosen to apply and does not have a partnership. Primary Authority Advice that the primary authority disseminates via the co-ordinator may well go to Business 4 but it does not benefit from the statutory assurance mechanism and won’t be covered by any inspection plan developed by the primary authority.
