Background to Primary Authority Primary Authority offers businesses the opportunity to form a legally recognised partnership with one local authority, which then provides robust and reliable advice for other councils to take into account when carrying out inspections or dealing with non- compliance.

The scheme is a common sense Government initiative to cut red tape and support economic growth through better local regulation. It is one of the most effective ways for local regulators to improve protection and support their business communities.

The principles of Primary Authority are set out in the Regulatory Enforcement and Sanctions Act The Enterprise and Regulatory Reform Act 2013, which received Royal Assent on 25 April 2013, amended the RES Act, broadening the eligibility criteria for participation in Primary Authority, and strengthening inspection plans. Supported by new statutory guidance, the scheme is now accessible to more small businesses and covers more regulations. It is administered by Regulatory Delivery (RD). This is where we come in. Conversation with BRDO, as then was at TS conference in Animal Establishments not in scope. So, they put them in scope.

Benefits Dialogue Understanding the industry As the industry changes, so should the way it is regulated. Training opportunities Dialogue, not just with the industry, but also with the other LA’s. And with RD and BIS. Much better understanding of the trade through trade bodies. Multi-outlet operators want and demand consistency of approach to regulation and advice.
