4 The Chief Fire Officers’ Association The professional voice of the UK fire and rescue service Brief History Origins with HSE –Objective To raise the standard of health and safety management within a partner organisation or business and encourage consistency of enforcement across those LA’s that engage with it.

5 The Chief Fire Officers’ Association The professional voice of the UK fire and rescue service Brief History LAPS enables an organisation with multiple outlets work with one local authority. Lead local authority acts as liaison point between organisation and LA regarding enforcement

6 The Chief Fire Officers’ Association The professional voice of the UK fire and rescue service Retail and Fire Key Authority Partnership Scheme Sit outside of Regulatory Enforcement Sanctions Bill Falls outside of remit of Local Better Regulation Office and any Primary Authority Scheme. Not Protection from enforcement for an organisation.

BRC members receive professional fire safety advice on a Strategic level by a lead partner. –Local issues will remain local issues. –National issues referred back to lead authority.

Benefits in kind of whatever you agree with partner e.g.- –Marketing advice or advertising on vehicles –Agreement not to sell chip pans –Sponsorship –Recruitment & Retention advice –Floor space instore for CS activities –Supporting CS Activities –( Sainsbury and Safetyworks!)

All FRS to sign up to the principle of RAFKAP- mirrors Compliance Code To gain your confidence in partnership process. –Allow you to direct resources to higher risk areas. E.g. premises not engaged in RAFKAP –Therefore less onerous to business
