Steps in Building a Reform Agenda Identify the initial conditions. Locate the key points of change. Mobilize private sector organizations for collective action. Generate specific policy recommendations. Manage expectations by setting achievable goals. Mount an aggressive advocacy campaign. Recognize politicians who act; follow up.

Support for Market Economics and Democratic Systems: Did the project enhance support for market economics and democratic systems among decision-makers?
