By-Laws Changes to conform with Governing Ordinance 5 to 7 board members General Manager Employment Contract Added definitions for District Clerk – District Treasurer – Personnel Director Section 3.21 Standing Committees - added Personnel Committee Section 4.10 Selection of Legal Counsel - county attorney primary  

Administrative Policies Revised to conform with staffing changes and other newly adopted policies Definitions – Accounting Manager/Clerk/Treasurer/Department Director Section 7.6 Accidents & Vehicle Misuse Travel Policy removed – now in Personnel Policies Email and electronic document retention now also in Personnel Policies Section 2.4 Financial Reserves Rate Stabilization Fund –Treatment Plant Operation Account increased from $500k to $750k Established a Regionalization Reserve – approved by Board in July 2015 Section 3.3 Budget Adoption Revenue in September, Operating/Capital/Debt Service in October
