What happened to the Power? We have seen this before…. In the AD 800’s power weakened Emperors were children Rich didn’t have to pay taxes and ruled their piece of land- What other empire fell when the wealthy didn’t pay taxes Regents refused to give up power What is a Regent? Have we seen this before?

Rise of the Shogun Emperor Kammu of Japan built the city Heian, which later became Kyoto- It was modeled after the Chinese city Chang’an Weak rulers Regents took over for young ones Geimpi- Civil war occurs Minamoto Yoritomo wins Emperor afraid of take over- give Yoritome the title of shogun!
