ROAD SAFETY CHALLENGES Road traffic safety affects every citizen and remains a public interest issue Road traffic safety levels in South Africa are unsatisfactory and unacceptable Lack of Road Traffic law compliance and minimal law enforcement on moving violations Cost of accidents amount to millions of rands as well as immeasurable pain & suffering to the country. These funds utilized for other Government related socio economic priorities

Road crashes in South Africa Road crashes in SA are the seventh largest contributor to deaths in SA which is comparable with other developing countries in the world. The World Bank estimates that should nothing effective be done, road crashes will rise to second largest cause of deaths in SA by 2020. Currently in the order of 14,000 people die annually on our roads and nearly 50% of these are pedestrians.Average of 38 per day. In addition, around 7,500 road users are annually left permanently disabled and 60,000 are seriously injured and a further 160,000 slight injuries.

Interventions Continued Data: Improve the collection, management and use of data on road deaths and injuries so as to formulate evidence-based interventions. Institutional arrangements: RTMC empowered and supported by adequate legal and financial resources to ensure that it is well equipped and staffed with appropriately trained personnel to achieve the set goals and mandate.

Interventions Continued… Reduce the occurrence of fraud and corruption within the road traffic management environment; Improve the collection, management and use of data for day-to-day tactical planning and performance management purposes within all the functional areas in road traffic management; Promote the use of technology in all functional areas in road traffic management; Research, set and achieve controllable and measurable targets to contribute to achieving the goal of optimising service delivery in all areas in road traffic management;

Effective and sustained traffic law enforcement and traffic control Roll-out of AARTO in SA by end of 2010/11 financial year and provide support in building administrative capability of the Road Traffic Infringement Agency (RTIA)

Reduction in road traffic offences, accidents and incidents Ensure effective and uninterrupted Provincial traffic law enforcement with enforcement adhering to a 40:60 ration between electronic enforcement and active enforcement. Declaration of Provincial Traffic as Essential services Establishment of the National Law Enforcement Unit Adoption of the National Road TrafficLaw Enforcement Code

Promotion of Road Safety Education and Communication Coordination of road safety education at schools : Multi Media, Scholar Patrol , Road Safety Debates, Participatory educational Techniques Programme Professional Drivers programme Training of community road safety councils

3. Sustainable human resource capacity in the road traffic environment The 100% rollout and implementation of the National Training Framework as a national standard for training and development of all traffic law enforcement officers countrywide will go a long way in improving the quality of training and ensuring an effective traffic law enforcement practitioners.

4. Road traffic information and knowledge management systems Effective and efficient road traffic information and knowledge management systems (upgrade the National Traffic Call Centre) Collecting and providing an accurate, reliable and complete road accident information.  Implementation of real time capturing system in all provinces Develop and centralise road traffic information systems Undertake detailed special investigations on all major and high profile fatal road traffic crashes - identify contributory factors so that appropriate remedial measures can be identified

5. Road infrastructure and the environment To protect the road infrastructure against damage by reducing overloading by 50% by 2015 Reduce damage to environment by reducing number of incidents that have the effect of damaging the environment by 30% by 2015.

RTMC Financial Situation Several concurrent actions are required to rectify the funding shortfall within the organisation. Short term corrective actions To deal with the short fall - Declaration of the financial position and shortfall of the RTMC to the Minister of Transport and to National Treasury; To initiate a focused effort to collect all outstanding eNaTIS transaction fees and AARTO fees from municipalities; Request sufficient funding from National Treasury for the implementation of AARTO;and Propose the amendment of the RTMC Act to allow for levy on the penalties
