ADC vs. non-physician FTEs

Monthly Trending FY 2009-2010 Losses were higher in the first months of the year. Preliminary results for July and August 2010 are similar to June results.

Quarterly Trending The losses at the Hospital have decreased over the past two quarters and we expect this trend to continue into the new fiscal year.

Quarterly Trending Note (1) FY 2007-08, FY 2008-09 and FY 2009-10 include $2.5 million increase in expenses due to a change in government retirement accounting. No impact on cash or cost to the County.

Funding Uncertainties Medi-Cal 1115 Waiver  - Current Waiver extended to October 15, 2010. Effect of new Waiver unknown. Coverage Initiative Expansion - Concept proposed as part of new 1115 Waiver. Language not yet approved by CMS. FMAP Extension - (Federal Medical Assistance Program) Signed into law and will provide greater Federal Funding only through June 30, 2011. Hospital Fee - Signed by Governor, awaiting Approval by CMS. Health Care Reform - Revision to Primary Care Model to create Medical Homes will be required by the end of 2013.

Internal Initiatives Federally Qualified Health Center (FQHC) - Estimated implementation date is Late Summer - Fall 2011 Medical Guarded Unit (“MGU”) - Opened August 2.  ADC of 6.3 in August and 6.75 in September month to date. Outside the MGU, ADC of 2.0 in August and 1.4 in September month to date. Residency Consortium - Being evaluated with other San Joaquin County Hospital and Health Systems Electronic Health Record - Installation, currently in progress, must be completed by January 2012
