The Challenge of Integrating the MDGs with Existing Processes (APRM and NDPs) A way forward towards a post 2015 agenda

Context 2005 UN Outcome Document on MDG consistent PRS/NDPs as a requirement to accelerate towards MDGs. This was based on improved: Ownership Results based benchmarks Long term perspective

MDG based planning 11 Country studies on planning processes Using the MDGs to inform: National Vision Cost into MTEF and budgetary process Benchmark NDPs Improved progress towards MDGs and assisted in a focus on results

MDG progress Goal 2: African countries likely to meet enrollment targets, but must consolidate efforts for completion rates Goal 3, Target 3A: Positive trends in education parity and improvements in political representation of women Goal 6, Target 6A: Significant improvements in prevention of new HIV infections and provision of Antiretroviral Treatment Goal 8, Target 8D: A considerable number of African countries have reached post-HIPC completion point

MDGs Progress II MDGs that require household income to progress are progressing the least- poverty still remains the kernel of the MDGs Progress is skewed towards urban and high income groups Inadequate resource allocation Inefficient and inefficacious public service delivery Coordination issues

Integrating the Initiatives: APRM vs. MDG-based NDPs MDGs and APRM share several areas of commonality APRM Questionnaire is a basis for assessing commonality Questionnaire has four sections addressing four governance themes – political, economic, corporate governance and socio development Each section outlines a number of objectives related to the theme of the section For each objective there are questions For each question there are a number of indicators

Why Integrate? To exploit synergies among the initiatives To avoid the establishment of parallel institutions and processes that overstretch the limited capacities of developing countries To deepen existing institutions and processes To ensure more targeted use of scarce resources

Consultative process on post 2015 agenda I An ECA-administered electronic survey of 112 stakeholders from 32 African countries, distributed across the five subregions of the continent yielded the following perspectives on the post-2015 development agenda: The MDGs remain relevant to member States The overwhelming majority of survey respondents agree that the MDG areas: (a) are important development priorities for their countries, (b) reflect “most/all” or “some” of the development priorities of their respective countries, and (c) should feature in the post-2015 agenda. The MDGs only reflect a subset of development priorities Notwithstanding the perceived relevance of the MDGs, a significant proportion of survey respondents identified other broad development areas that the current MDGs neglect and made suggestions for improvement.
