Background From the beginning, focus on: the emergency (epidemic) advocacy scaling up access to treatment and prevention Response centred (but not exclusively) on the disease; i.e. the individual Exceptionality of the response to HIV

UNAIDS: a continuing evolution Unaids new priority :Take HIV out of isolation From a human point of view From a programmatic point of view Progressively: increased role of impact mitigation Communities Families Individuals From a human point of view: fight against any kind of barrier, stigma people confronted to HIV might face. Bring UNAIDS closer to the ones who need us. From a programmatic point of view: AIDS is not a medical issue. It is a societal issue and a public health issue. HIV programmes must develop further the link with other programmes. Progressive increase of impact mitigation: Until recently, impact mitigation was mainly centred on stigma and the place the plwHIV might have in his community, his workplace. This aspect of impact mitigation is fairly developed and we can now tackle the financial concerns of HIV impact mitigation

Joint action for result UNAIDS’ outcome framework 2009-2011 adopted in June 2009 UNAIDS refocus its efforts on achieving results in nine priorities areas. one priority is: We can enhance social protection for people affected by HIV The Chiefs of Executing Board adopted last June the UNAIDS’ outcome framework for the period 2009-2011. UNAIDS will continue to advocate for comprehensive national responses to HIV And will refocus its efforts on achieving results in (only) 9 priority areas. These priority areas have been selected because their realisation will contribute directly to the achievement of universal access and will simultaneously enhance advancement towards the related MDG outcomes.

We can enhance social protection for people affected by HIV By promoting the provision of a range of social services to protect vulnerable populations, including: Population of humanitarian concerns, refugees, IDP, and migrants; Including informal-economy workers; People experiencing hunger, poor nutrition and food insecurity; Orphaned and vulnerable children. By promoting corporate social responsibility, workplace policies and income generation for people affected by HIV By empowering governments, particularly ministries of labour, employers and workers to adopt, implement and monitor HIV-related policies By countering discrimination and promoting HIV prevention, treatment, care and support through workplaces, including through UN Cares, and their links with the community.

How HIV and SP interlink? Is there part of HIV response that is not SPF-sensitive ? Investment needed for HIV by type of activities, 2010

Some concerns Access to care and treatment is part of the SPF UNAIDS encourage social protection measures that are HIV-sensitive SP measures: must integrate existing social protections from civil society (NGO, FBO, communities, etc.) UNAIDS will be developing its strategy on SP in coming weeks, with cosponsors and in relation with SPF-I.
