Priority Funding Factors 11/19/2014 Priority Funding Factors “If the State is selecting applications submitted by eligible recipients, the plan must include the following” required funding priorities listed at (24 CFR § 91.320(k)(5)(i)): Geographic diversity Applicant capacity Project based rental assistance Duration of affordability period Priority housing needs of the State Non-Federal funding sources (leveraging)

Eligible Activities & Certification 11/19/2014 Eligible Activities & Certification Plan must require: Application to contain a description of the eligible activities. Recipient to certify HTF assisted units will comply with all HTF requirements. 24 CFR § 91.320(k)(5)(ii)

Maximum Subsidy Limits 11/19/2014 Maximum Subsidy Limits The plan must also establish the State’s maximum per-unit development subsidy limit for housing assisted with HTF funds. (§ 91.320(k)(5)) The grantee must establish maximum limitations on the total amount of HTF funds that the grantee may invest per-unit for development of non-luxury housing, with adjustments for the number of bedrooms and the geographic location of the project. These limits must be reasonable and based on actual costs of developing non-luxury housing in the area. The grantee must include these limits in its consolidated plan and update these limits annually. (§ 93.300(a))

Rehabilitation Standards 11/19/2014 Rehabilitation Standards The plan must include the State’s rehabilitation standards, as required by 24 CFR 93.301(b)(1). At a minimum the State’s rehab standards must address each of the following: Health and Safety Major Systems Lead-Based Paint Accessibility Disaster Mitigation State and Local Codes, Ordinances, and Zoning Requirements Uniform Physical Condition Standards (UPCS)

Rehabilitation Standards 11/19/2014 Rehabilitation Standards Standards submitted to HUD must contain sufficient detail to determine the rehabilitation work required in a project and the methods and materials to be used. Many States attached their rehab standards but did not explain how the standards met the requirement.
