NATIONAL HIV&AIDS M&E FRAMEWORK PP3-10A

The National Mandate of TACAIDS        The mandate of TACAIDS is to coordinate the national response to the epidemic using the HIV&AIDS national strategic plan (2006-2008) as its operating framework, to foster the involvement of all sectors (i.e. a multisectral response), and to mobilise resources, as per the TACAIDS Act of 2003.

Rationale for a National HIV and AIDS M&E System Tanzania needs to track (to quantify & evaluate) the progress that is being made towards the achievement of the country’s HIV & AIDS response goals & objectives, as defined in the NSP. The HIV epidemic is relatively new & its future course not yet defined. New interventions are being proposed from time to time, & each must be shown to be effective. Strong M&E systems are needed to track the changing needs & to monitor the implementation & impact of the new programmes.

Development Process of the National HIV and AIDS M&E System In July 2003, TACAIDS created a national M&E technical working group (M&E TWG) comprising members from all organisations that play a critical role in the monitoring and evaluation of HIV&AIDS activities in Tanzania. Under guidance of the M&E TWG, the National HIV and AIDS M&E System’s framework & operational plan was developed using a participatory approach.    

Goal of Tanzania HIV M&E System To monitor the spread and impact of the epidemic in mainland Tanzania To monitor the extent of the HIV response in Tanzania (who is doing what in which area for which target group?) To evaluate the effectiveness of the national response to HIV (as articulated in NMSF) USE data for decision making

National set of indicators Indicators are aligned with the goals of the NMSF Indicators cover prevention, HIV treatment, care and support, HIV impact mitigation,and multisectral response

Strategic Information Flows Describes the sources for data needed to report on the national set of indicators Lays out how information will be collected from other government agencies

Information Management System TACAIDS will create and maintain a national database to house HIV and AIDS data submitted from all government agencies TACAIDS will produce and disseminate all specified information products

Supervision, auditing, and capacity building TACAIDS M&E Unit and CHACs will provide routine supervision and capacity building to implementers on a quarterly basis Assess quality of data submitted Conduct periodic audits of HIV data
