2 Background and Objectives of Resource Mapping Exercise Include here the recommendation made specifically to the country to conduct assessment Immediate objective of the exercise is to map UN technical staff and financial resources allocated to support the national response to HIV/AIDS in {insert country name}. The findings will feed into the discussion of the UN CT on division of labour and contribute to formation of one joint UN HIV/AIDS programme and one Joint UN Team on AIDS.

3 Expected Outcomes of the mapping exercise Enhanced capacity of UN agencies to track UN country-level resources Report on UN HIV resources in {insert country name} (1) UN technical staff allocated to HIV/AIDS Number of full-time staff; part-time staff and TA Staff areas of expertise/skills: both generalist and specific skills related to HIV/AIDS that are available within agencies % of agency technical staff working on HIV/AIDS (2) UN Financial Resources allocated to HIV/AIDS (Time series data): Total UN Spending on HIV/AIDS Agency/Organisation commitments and spending on HIV/AIDS Resource contribution of the UN to each area of the NSP (Prevention, treatment, M&E etc.) % of UN Agency’s total budget that goes to HIV/AIDS programmes UN HIV/AIDS resources earmarked for HIV/AIDS for 2006 Establish resource contribution of the UN to national AIDS spending (% of the pie) (3) To map geographical spread of UN supported agencies (Who, What, Where) Power point presentation on UN HIV Resources

4 Methodology for conducting the resource mapping exercise Resource mapping exercise will be facilitated by UNAIDS with TA from RST (M&E Advisor). The exercise is based on an Assessment tool developed by the RST/ESA Key Sources of data:  UN-ISPs  Previous and Current UNDAF  HIV/AIDS focal points completing the Assessment Tool in all UN Agencies/ Organisations in-country Data Collection time-frame: 2 weeks

5 UNCT Guidance on the following: Whether mapping should reflect resources spent on salaries and TA in area of HIV/AIDS - assist in reflecting the UN’s non-monetary contribution Clear concept definitions: ΩDefinition of a focal point person on full-time basis e.g. Focal point person on a full-time basis is contracted directly by the organization for the organization (should not include NGO staff) and allocates between 70% -100% of their time on HIV/AIDS. ΩDefinition of a focal point person on part-time basis e.g. Focal point person on a part-time basis is contracted directly by the organization for the organization (should not include NGO staff) and allocates between 20% - 69% of their time on HIV/AIDS activities. ΩDefinition of TA? ΩDefinition of “indirect” support to HIV/AIDS How to analyze/quantify value added of capacity building and training provided by UN in various areas Agree on time series of data to be collected e.g. 2002. 2003, 2004 etc - align with previous UNDAF??

6 Proposed Next Steps UN HIV/AIDS TWG meeting to discuss resource mapping exercise –UNAIDS UCC introduces the Resource mapping tool –TWG agrees on data collection methodology –TWG agrees on a schedule for mapping exercise – submission of data, data validation meeting etc. UNAIDS UCC presents proposed schedule and definitions for consideration and approval by the CMT HIV/AIDS Focal points hold internal consultations collect, validate (critical to get agency sign-off on data) and submit data to UNAIDS UN TWG meeting to discuss preliminary findings and data gaps (with assistance of M&E Advisor ½ day) UNAIDS synthesizes, packages data and prepares Power point (with assistance of M&E Advisor – 2 ½ days) Circulate draft data and power point to UN HIV/AIDS TWG UN TWG meeting to discuss and validate data UNAIDS UCC prepares draft report (based on outline provided) UNAIDS UCC shares report with UNCT UN CT meeting to discuss findings of the mapping exercise
