1 THE CHALLENGE

THE CHALLENGE: Facts and figures 55 million litres (7,500 tonnes) generated each year. This would fill 15 Olympic sized swimming pools! An estimated 20 million are re-useable On average, there are 6 cans of paint in each garden shed/garage (result from British Coatings Federation consumer research with 2,000 people) 12% of paint sales are left unused each year

THE CHALLENGE What happens to all this waste paint? 98% of waste paint ends up as landfill, incinerated or in the public drain system Only 1% is remanufactured, with a further 1% been donated for reuse Estimated cost to local authorities to landfill and incinerated paint is £20.6 million Highest cost to local Government is within the cost to dispose of as hazardous waste at 500/tonne

THE CHALLENGE: Council & Authorities’ perspectives Only 1 in 3 recycling centres currently accepts paint Local authorities have concerns about managing and segregating waste paint Costs of disposing of liquid paint as hazardous waste Lack of space on site for storage Not currently a major focus at a national level

PAINTCARE: PROJECT AMBITIONS Stop the landfilling of over 20 million litres of leftover decorative paint each year Increase the reuse and remanufacturing of leftover decorative paint Work with local and national government, paint manufacturers, retailers, the waste industry, and other stakeholders Help find new markets for remanufactured paint products Facilitate a national network of paint collection and remanufacturing centres, bringing new job opportunities Maximise the use of valuable raw materials and resources

COMMITING TO CHANGE The Painting and Decorating Association is a partner of the British Coatings Federation’s PaintCare programme, which aims to stop the landfilling of leftover decorative paint in the UK. PaintCare is managed by the BCF, the trade association representing decorative paint manufacturers

THE END GAME WHAT THIS WOULD LOOK LIKE: STEP 3 STEP 4 STEP 5 Collection Remanufacturing STEP 2 Funding Market Disposal Household Waste Recycling Centre, very few accept paint, few remanufacturers currently – many have not been able to stay in business due to the lack of an end market for remanufactured products National network of around 1000 recycling centres 10-15 hubs, strategically located No constraints to running a sustainable, long-term model UK market Prevent 20 million litres of paint from being incinerated or landfilled 50% of leftover paint that cannot be used diverted into raw material as for example, concrete

WHAT ARE THE COSTS OF DEALING WITH LEFTOVER PAINT? Social Incineration Landfill Social: £200 per tonne Household Waste Recycling Centre, very few accept paint, few remanufacturers currently – many have not been able to stay in business due to the lack of an end market for remanufactured products STEP 2 Incineration: £500 per tonne Landfill: £100 per tonne

Represents a 30% cost savings to Local Authorities in the UK THE PAINTCARE SOLUTION Commercial Social Concrete Incineration Commercial: £200 per tonne Household Waste Recycling Centre, very few accept paint, few remanufacturers currently – many have not been able to stay in business due to the lack of an end market for remanufactured products Social enterprises These organisations work with many hundreds of volunteers to help remanufacture paint, and sell their products for £1-2/litres through their shops, to charities or to community groups. Represents a 30% cost savings to Local Authorities in the UK STEP 2 Social: £200 per tonne Concrete: £50 per tonne Incineration: £500 per tonne

AMBITION: INCREASE FROM 2% to 50% REUSED/ RECYCLED/RE-MANUFACTURED

TOP 5 CHALLENGES Improve the collection network without increasing costs 1 2. Stimulate a market for leftover paint 3. Remove regulatory road blocks in terms of registration, evaluation, authorisation and restriction of chemicals (REACH) 4. Raise awareness of the scheme to the public 5 5. Stimulate a network of paint remanufacturers and decide whether it can be self-funded 5
