Housing with Care: Recent Research Findings Imogen Blood Ian Copeman London Housing LIN 5th December 2013

A Better Life programme Older people with high support needs Quality of life Voices of older people

Overview of the research Practice examples Whose responsibility? 3 UK-wide, cross-sector Qualitative HWC studies Evidence review 2 quantitative studies with New Policy Institute Affordability for self-funders Affordability Guide Supportive communities Supported housing for older people in UK Affordability of retirement housing Older people’s housing: choice, quality of life & under-occupation

Rights Housing rights: ‘my own front door’ Private family life Controlling entry Choosing to mix Maintaining my independence

Relationships Living as a couple Relationships with carers and other staff Living in a community Family can visit but have peace of mind Keeping in touch with former networks

What are the barriers for those considering a move? Lack of advice and information Diversity of models Lack of choice (tenure, size, location) Affordability Risk and uncertainty

‘Under-occupation’ and downsizing Half of the 8 million ‘under-occupying’ households are older households Half of older owner occupiers who have recently moved are still ‘under-occupying’ Around half the properties they vacate go on to be ‘under-occupied’ by younger households 85% of 3 or 4 bed properties ‘released’ by older owners are as a result of death

Downsizing to leasehold HWC

Why does affordability matter?

How did people fund HWC?

Is housing with care value for money?

The affordability ‘maze’…A guide for Commissioners and Providers

Implications Government – policy and strategic clarity Funding and affordability – is it affordable and for whom; Providers – what is deliverable for whom Making it ‘normal’ to plan for future housing (and care) requirements Political consensus about housing an ageing society 13

Key emerging issues Choice – what is available Affordability factors and what help is available Equity release - options and acceptability Complexity - commissioning, funding, regulation No single ‘best’ model Quality of life is central Importance of front line staff Ability to stay to end of life 14
