EPA Brownfields Grant The ARPC was awarded a $300,000 Brownfields Assessment Grant in May 2017 Funds available October 1, 2017 through September 30, 2020 Support assessment of environmental concerns while promoting redevelopment It’s a very valuable tool, but it isn’t for every property transaction Judi

Brownfield Program The grant provides property owners and prospective purchasers/developers access to a team of environmental experts who can provide advice and guidance through the assessment and redevelopment process Participation in the Brownfields program may lead to additional federal or state funding for future economic enhancements in the area Judi

Brownfield Program Federal brownfield funds from this grant can be used in support of property transactions and redevelopment to provide Due diligence site assessments (Phase I and II ESA) Remediation planning Reuse planning on properties based on results of assessments Support redevelopment initiatives by layering incentives to state brownfields & other incentives Grant provides funds to help understand what types of contamination may exist and budgets to remediate Does not provide funds to complete cleanup Judi The Brownfield program is valuable resource for a community to utilize to support redevelopment and economic development initiatives.

Site Selection The initial months of grant will be used for community outreach and research to develop a ranked inventory of candidate sites based on current impacts to community and potential for reuse Participation is voluntary If the site is selected, the property owner will be asked to authorize site access for a Phase I ESA and Phase II ESA if necessary Property Owner may withdraw from the program at any time Judi

Brownfield Benefits The grant pays for the cost of Phase I and Phase II ESA The ESA final report is provided to the ARPC and the property owner Knowledge of site conditions makes property more marketable for redevelopment Steven 10-end

Brownfield Benefits Grant funds Phase I & II ESAs Phase I ESA – Review of Site Site Inspection, Interviews, Review of environmental and historical records Phase II ESA – Collection of Data Collection of samples from site Investigation to understand if site is contaminated Determines if suspected contaminants are present Steven Phase II Site Inventory Testing

Brownfield Benefits Cleanup/Reuse Planning Analysis of Brownfields Cleanup Alternatives (ABCAs) resulting from Phase II ESA findings; or Brownfields Reuse Plans, as per the EPA Work Plan for this grant. The ABCAs will also serve as the framework for Remedial Action Plans required under FDEP requirements. Steven
