Property must meet the definition of a “Brownfield” per the Small Business Liability Relief and Brownfields Revitalization Act (Brownfields Law)

Permitted sites
Sites under orders

Applicant must:
Be a governmental entity or nonprofit
Not be a Potentially Responsible Party as defined by CERCLA
