American Neutrality and Entry into World War I

Early Statement of Neutrality During his address, Wilson warned U.S. citizens against taking sides in the war for fear of endangering the wider U.S. policy. “Every man who really loves America will act and speak in the true spirit of neutrality, which is the spirit of impartiality and fairness and friendliness to all concerned."

American Conflict with Germany

WILSON’S THINLY VEILED WARNING "If such a deplorable situation should arise, the Imperial German Government can readily appreciate that the Government of the United States would....take any steps it might be necessary to take to safeguard American lives and property and to secure to American citizens the full enjoyment of their acknowledged rights on the high seas" (T) explain to students: The neutrality of the United States, while not ideal for Great Britain, became a way for Britain to protect itself from Germany’s powerful submarine warfare. The British practiced flying an American flag on their ships, which was considered a neutral flag, in order to avoid submarine conflict with Germany. Such action on the part of the British contributed largely to the German military declaring the area around Britain restricted.

Zimmerman Telegram "On the first of February we intend to begin submarine warfare unrestricted. In spite of this, it is our intention to endeavor to keep neutral the United States of America. If this attempt is not successful, we propose an alliance on the following basis with Mexico: That we shall make war together and together make peace. We shall give general financial support, and it is understood that Mexico is to reconquer the lost territory in New Mexico, Texas, and Arizona. The details are left to you for settlement...."

Declaration of War “Therefore be it Resolved by the Senate and the House of Representatives of the United States of America in Congress Assembled, that the state of war between the United States and the Imperial German Government which has thus been thrust upon the United States is hereby formally declared”
