1. Introduction This presentation will firstly look at PPP to promote economic development in Vietnam and will then address some other factors related to simplification of rules and regulations to promote industrial development and economic growth.

2. Addressing PPP in Vietnam It is argued that developing synchronous infrastructure system is one of the key strategy to turn Vietnam into a modern industrialized country in 2020. PPP is, therefore, considered as a key stimulator to promote economic development and international integration

2. Addressing PPP in Vietnam Major challenges are identified in the process of PPP implementation such as PPP legal framework and capacity on PPP implementation. However, some effective policy measures have been introduced to encounter identified challenges such as improving PPP legal framework, capacity building

2. Addressing PPP in Vietnam on PPP implementation and capital PPP projects prioritized in Public Investment Plan and strong PPP implementation mechanism.

3. Improving the regulatory environment Reduce and abolish repetitive and non-transparent procedures Improve customs clearance procedures for tax exempt goods (streamlining documentation and facilitating procedures) Strengthening industrial standards and property rights Strengthening tripartite labor relation mechanism

4. Provision of incentives for industrial investment projects Special economic zone Encourage the development of industrial zones in provinces Expansion and modernization of SMEs Concessionaires ( Land/ public enterprise)

5. Strengthening One Window Service mechanism At the central (CDC) One Window Services located at local administration

6. Decentralization Transfer of Functions and resources Delegation of authorities HRM at Sub-National administration

7. Government- Private Sector Forum PM leads an annual Government and private sector forum to: Encourage the participation of private sector in industrial development Ensure the common interest of the sector Fair competition

8. Conclusion PPP could make a significant contribution to transform Vietnam economy to be modern industrialized country in 2020 due to the fact that: stable political environment Strong political commitment Strong PPP implementation mechanism Putting effective policy measures

8. Conclusion In addition, some other effective instruments should be taken into account such as improving regulatory environment, One-Window-Service mechanism and Government-Private Sector Forum.
