Centralia School District Joint Use Agreement City Council September 18, 2012

Agreement Terms 10 Year Agreement – guaranteed facility use for summer day camp $30,000 paid to District to assist in the purchase and installation of shade structure at Miller School Shade structure is Miller School’s greatest need First 5 years: No Facility Rental Fees Charged Janitorial Hourly Rates fixed at $70/hr Remaining 5 years to be negotiated as necessary

Background Club La Palma Day Camp hosted at Miller School for over 20 years. Fit N Fun at Miller School, October – May Previous 1999 Joint Use Agreement 5 year agreement in exchange for $50,000 to install new playground equipment Agreement completed in 2007 Facility Use on a year-to-year basis since

Background (cont’d) Day Camp held at other La Palma elementary school campuses due to renovations at Miller Day Camp at Central Park for final week of summer Miller School preferred location for Day Camp Smaller, enclosed campus District closed campus policy limits outside access to the general public, allowing greater security for participants Close proximity to Central Park

Fiscal Impact $30,000 included in FY 2012-13 Adopted CIP Budget $80-90,000 estimated cost for shade structure School District & PTA to fund balance Structure installed Spring 2013 City doesn’t pay a facility use fee for Miller School. Current fair market rate to rent Miller’s Multipurpose Room is $110/hr. 2012 Camp – would have paid $56,925 at market rate City pays hourly janitorial rate of $70/hr 2012 Camp – paid $3,080 (44 service hours specific to our use)

Recommendation Approve and authorize the Mayor to execute a Joint Use Agreement with Centralia School District and affirm the expenditure of $30,000 to assist in the purchase and installation of a shade structure at George B. Miller Elementary School
