What is executive order 19 ? established the Alabama Disaster Recovery and Resiliency Task Force (the “Task Force”), to make recommendations to the Governor regarding comprehensive, strategic and long-term reforms that enhance the efficient and cost-effective delivery of emergency management services in Alabama. the Task Force shall consists of the following members: The Director of the Alabama Emergency Management Agency, or his or her designee, Chair; The Director of the Alabama Department of Transportation, or his or her designee; The Commissioner of Insurance, or his or her designee; The Director of the Alabama Department of Economic and Community Affairs, or his or her designee; The Adjutant General, or his or her designee; The Finance Director, or his or her designee; The State Forester, or his or her designee; The Director of the Serve Alabama Office, or his or her designee; One member representing the Alabama Senate, appointed by the President Pro Tempore; One member representing the Alabama House of Representatives, appointed by the Speaker of the House; One County Commissioner, appointed by the Alabama Association of County Commissions; One Mayor or Member of a City Council, appointed by the League of Municipalities; One County Engineer, appointed by the Association of County Engineers of Alabama; One County Emergency Manager, appointed by the Alabama Association of Emergency Managers; One member representing a Rural Electric Cooperative, appointed by the Alabama Rural Electric Association; One member representing the insurance community, appointed by the Governor; One member representing a power distribution company, appointed by the Governor;

Conducting of business Taskforce established 3 committees to look at issues; Recovery and resiliency committee- todd Greeson, chair Funding and sustainability committee- lee helms, chair Administration and operation committee- Richie beyer, chair Taskforce and committees had face to face meetings, email exchanges and a teleconference to accomplish initial set of recommendations

Outcomes of taskforce- work remains Initial recommendations of taskforce due on November 30, 2016; Continued work needed to ensure appropriate recovery and resiliency efforts are in place for the citizens of the state; Continued monitoring and response needed as fema, the new administration, and congress progress with the “deductible” discussion; As with roads and bridges, find a sustainable funding source for disaster fund/ preparation.

Recovery and Resiliency committee Alabama Disaster Recovery and Resiliency Task Force initial recommendations Recovery and Resiliency committee recommend the governor include disaster recovery tax incentive and credit language in his 2017 legislative agenda; Recommend the governor promote and encourage emergency preparedness, response and recovery training for state and local elected officials and department heads through the county government Education institute, Alabama league of municipalities and other available avenues;

Funding and sustainability committee Alabama Disaster Recovery and Resiliency Task Force initial recommendations Funding and sustainability committee Recommend the governor establish, based on recommendations from the Alabama emergency management director, eligibility requirements for applicants to receive state funding for the non-federal cost share required for public assistance projects following a federally declared disaster. Such requirements should be linked to the Alabama emergency management accreditation program recommended by the Administrative and Operations Committee;

Funding and sustainability committee- cont’ Alabama Disaster Recovery and Resiliency Task Force initial recommendations Funding and sustainability committee- cont’ Recommend the governor extend the work of the task force so it may actively seek funding avenues for the state disaster fund, including revenue to support individual assistance as recommended by the administration and operations committee; Recommend the governor formalize a working group to include Alabama ema, Alabama dept of insurance, Alabama dept of risk management, association of county commissions of Alabama, and the Alabama league of municipalities to work cooperatively to fully explore and make recommendations on the use of property insurance to offset impacts to federal and state governments;

Administrative and operations committee Alabama Disaster Recovery and Resiliency Task Force initial recommendations Administrative and operations committee Recommend the governor endorse and include in his 2017 legislative agenda changes to the state disaster fund statute that includes financial assistance to individuals that have been impacted by disasters; Recommend the governor formalize a working group to include Alabama ema, aldot, and municipal and county officials to develop a mutually acceptable operations plan for the removal of storm debris deposited on the right-of-ways of state maintained roads and bridges;
