State finances opendata webpage – a tool for everyday work Riina Lõhmus and Ines Vali National Audit Office of Estonia 20.09.2016

State finances – riigiraha.fin.ee Webpage contains financial data about the government sector’s activities from 2004 Government sector includes: • central government (budgetary institutions and their entities (incl. state-owned companies)); • local governments (municipalities and their entities (incl. LG owned companies)); • social security funds (Health Insurance Fund, Unemployment Insurance Fund). LG’s financial data is published as opendata since 2011. The purpose is to make government sector’s financial activities more transparent and understandable.

State finances – riigiraha.fin.ee The page enables to view key indicators of government sector’s accounting data (general views and reports). It also enables to create your own statistical overviews, analyze the data on detailed level, compare and associate it with other knowledge (analytical views). Additional statistics (e.g. residents by age, municipality type, road length) has been added for each local government for greater analytical purposes. There is unlimited access as there is no log in required. Everybody can use the same functionality.

Collection of financial data in public sector All public sector accounting entities, also local governments upload their financial reports to the special web-based database of State Shared Service Center monthly. The reports are based on the common chart of accounts and are inserted to the database in form of a special unified report (balance sheet accounts, revenue and expenses accounts as well as off-balance sheet information). All accounting data is intermediated to the State Finance webpage by Ministry of Finance without any interference.

State Finances webpage versatile value Webpage gives the necessary input to Ministry of Finance and other government authorities and agencies, local goverments, journalists, NGOs and active citizens. Data is also the bridge between business sector and the government. It saves a lot of time - it is no longer necessary to provide thousands of requests for information. You can discover the information in a way that was not possible before. Everyone is welcome to watch the data, to create links based on their own interests. NGO- third sector, vabaühendused
