A Youth Guarantee: Concept Council Recommendation of 22 April 2013. Member States commit: ensure that all young people under 25 receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education.

EU financial support for the Youth Guarantee 12,7 billion euros to support young people's integration in the labour market for the period 2014-2020 Youth Employment Initiative (YEI) targeted funding EUR 6,4 billion for 2014-2018: provide for the first time ever direct and targeted support to young NEETs residing in regions with Youth Unemployment rates higher than 25%. European Social Fund (ESF): EUR 6,3 billion for 2014-20, modernization of labour market institutions and reform of education systems and direct support to young people

Three years on from the launch of the Youth Guarantee… 1.5 million fewer young unemployed in the EU The employment rate for young people has started to rise again 1.4 million young people directly supported by the EU (YEI)

The Youth Guarantee has become a reality across the EU…

Policy reforms and innovation in policy design Break down silos across policy areas and build partnerships Apprenticeship and traineeship reform Public employment services > improved targeting of services Emphasis on early intervention and non-registered NEETs

Acceleration and broadening the YG: lessons and challenges Full and sustainable implementation > Continued political commitment and financial support Continue to use YEI support until 2018 + Commission has proposed EUR 1 billion more for YEI over 2017-2020 (matched by EUR 1 billion from ESF) Better engaging with non-registered NEETs and the low- skilled Number and quality of offers: Cooperation between education providers and employers Better mechanisms to ensure that young people receive offers of high quality
