F O U N D Adopt Scandinavian correctional principles to make good neighbors, not good prisoners and Engage in Justice Reinvestment Initiative and pass criminal justice reform legislation to curb prison and jail population growth

“Prisons may sometimes do good but they always do harm “Prisons may sometimes do good but they always do harm.” Fi Ni Chinneide, The Departmental Committee Review of Scottish Prisons Normality: Create an environment that allows the intervention to work; the more closed a system is the less likely a person is to successfully reenter the community Progression: Planning for release begins at admission; the more closed a system is, the harder it will be to return to freedom. Import: It is the community who owns the inmates, not the prison. Dynamic Security: Meet aggressive prisoners with patience; talking tough, bad, and disrespectful does not make someone a better person.

Criminal Justice REFORM BILLS Senate Bill 2015 House Bill 1041 Use probation instead of prison for people who are convicted of certain Class A misdemeanors and low-level, nonviolent Class C felony offenses. Apply existing good time policy to time served in jail as well as prison. Reclassify sentences for drug possession and ingestion offenses and reduce the size of drug penalty enhancement zones. Establish medical parole for people in prison with terminal medical conditions. Repeal the denial of SNAP and TANF benefits for people with certain drug offense convictions. Establish oversight committee from the three branches of state government to study and track the implementation of the policies. Authorize state and local agencies to prioritize prison and jail admissions based on a person’s sentence, offense, and risk of reoffending if the maximum operational capacity of the state’s correctional facilities is exceeded. Expand the availability of community- based behavioral health services for people in the criminal jus6ce system by creating a partnership between DOCR and DHS to establish contracts with community-based treatment providers across the state to deliver individualized services.
