Why All Offender Ignition Interlock Laws? Drunk Driving still accounts for one-third of ALL U.S. traffic fatalities (9,967 in 2014, NHTSA) 15 percent reduction in DUI deaths (Kaufman, Wiebe, 2016) 50-75 percent of all convicted drunk drivers will continue to drive on a suspended license. Average drunk driver drives 80 times drunk before arrest. Over 15 peer reviewed studies, including the Centers for Disease Control, recommends Ignition Interlocks for all convicted Drunk Drivers. CDC study showed 70 percent of the public supports all offender interlock laws Ignition Interlocks reduce DUI recidivism by 65 percent Drunk Driving costs the U.S. $132 billion per year (PIRE) ©2011 Mothers Against Drunk Driving

Currently in the States 27 states with an all offender ignition interlock law. California has a four county pilot program protecting over 14 million people Alabama, Mississippi, Delaware, and New Hampshire passed in 2014. Texas passed in 2015. Maryland and Vermont passed this year. 15 states are .15 or above. South Carolina passed in 2014. Case Study Kansas Passed all offender interlock law in 2011. Authored by Rep. Pat Colloton and Sen. Tim Owens Proponents: Law enforcement, Prosecutors, Victims Opponents: Alcohol industry, Defense attorneys, Legislators who don’t see drunk driving as a problem Law went into effect in July 1, 2012. Original law included a sunset provision.
