Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Har Khet Ko Paani Department of Agriculture and Cooperation Ministry of Agriculture Govt. of India 2014

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Current Status Net Sown Area Water Availability Billion Cubic Meter (BCM)/Annum

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Window of Opportunity Only about 20% of rainfall is utilised. 10% increase in irrigation efficiency can bring additional 14 million ha under assured irrigation. 202 billion cubic meter of ground water potential is still to be tapped

Coverage under irrigation (%) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Expected Benefit Sl States Net Sown Area (million ha) Productivity (tonnes/ ha) Coverage under irrigation (%) 1 Punjab, Haryana, UP 24.3 3.0 84 2 AP, Gujarat, TN, Karnataka, MP, Bihar, Uttarakhand 58.1 2.0 45 3 Assam, Maharashtra, Chhattisgarh, Jharkhand, Orissa, West Bengal 35.7 1.6 25

Need for Gap Filling Water Sources Distribution Management Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Need for Gap Filling Water Sources Distribution Management Accelerated Irrigation Benefit Programme (AIBP) Integrated Watershed Management Programme (IWMP), MGNREGS, NMSA Command Area Development (CAD) National Mission for Sustainable Agriculture (NMSA) : Drip-sprinkler irrigation, Moisture conservation Fragmented approach rather than ‘end to end’ solution

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Need for convergence Water Sources Distribution Management For achieving the goal of bringing irrigation water to every farm, there is need to converge all ongoing efforts and to bridge the gaps through location specific interventions.

Enhanced Farm productivity Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Vision Strategy Outcome Increase gross irrigated area More crop per drop Access to Irrigation to every farm (Har Khet ko Pani) Bridging the gap between irrigation potential & utilisation Enhanced Farm productivity Creating/Strengthening Water distribution network Rural Prosperity Enhance water use efficiency & Management

Farm Level Management & Water Use Efficiency Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Focus: End to End Solution to Irrigation Supply Chain Strengthening Irrigation Supply Chain Water Sources Creation, repair & restoration of water sources Distribution Network Developing/Strengthening distribution network for bringing water to farm Farm Level Management & Water Use Efficiency Promoting water efficient technologies Encouraging community irrigation management

Focus: End to End Solution to Irrigation Supply Chain Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Focus: End to End Solution to Irrigation Supply Chain Water Sources Strengthening Irrigation Supply Chain Rain water harvesting /Micro storage e.g. ponds/tanks. Community water tanks/check dams. Secondary storage structures (Diggie) Groundwater sources-Dug wells/Tube wells River lift irrigation Cement Nala Bund, Kolhapuri Gate Command Area Development Underground pipe conveyance system Distribution Drip & Sprinkler System; Cropping alignment, on-farm development Efficient and energy saving (e.g. solar powered) water lifting devices Water Use Efficiency

Decentralized State level planning & Convergence Model Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Decentralized State level planning & Convergence Model Water Sources Annual Action Plan- Identification of Projects for Implementation Distribution Network Water Use Efficiency & Management Convergence with District & State Agricultural Plans State Irrigation Plan (Medium-Long Range Outlook) Convergence with MGNREGS, AIBP, IWMP, SGSY, BRGF, NMSA, RKVY District Irrigation Plan District Irrigation Plan District Irrigation Plan District Irrigation Plan

Annual Irrigation Development Plan at District Level Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Programme Design States to have complete flexibility & autonomy to select & implement projects based on local needs & availability of resources PMKSY Projects State Irrigation Plan Annual Irrigation Development Plan at District Level State Level Sanctioning Committee (SLSC) headed by Chief Secretary State Level Project Screening Committee (SLPSC) District Level Agencies (PRI, Line Departments) Convergence

Inter State Allocation Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Incentivizing States through PMKSY Dynamic annual fund allocation methodology mandating States to allocate more funds to irrigation sector to access PMKSY funds Eligibility Criteria State and District Irrigation Plans are in place Sustained increase in expenditure on irrigation sector in State Plan. Inter State Allocation Share of percentage of unirrigated area in the State vis-à-vis National average; Increase in percentage share of expenditure on Irrigation and related activities in State Plan expenditure in the previous year over the three years prior to it. NB: Additional Criteria could be in terms of expenditure on irrigation, micro irrigation etc.

Institutional Framework Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) Institutional Framework National Steering Committee (NSC) at Dept. of Agriculture & Cooperation with members from Ministry of Water Resources, Ministry of Rural Development, Ministry of Finance, Ministry of Environment & Forest, Dept. of Land Resources etc. and representatives of State Governments for periodic review and to provide strategic direction to programme implementation National Level State Level State Level Sanctioning Committee (SLSC) with participation from relevant State Departments of Agriculture, Irrigation, Water Resources, Rural Development, Forest, Soil Conservation etc.

Summing Up Rural Prosperity More Crop Per Drop Enhanced Productivity Irrigation to every farm PMKSY Projects to fill resource gap in Irrigation Chain Holistic Irrigation Plans at District & State Level Bottom Up Approach with complete autonomy to States in Planning & Implementation
