North Pole Streetlight Standardization Project Estimated project start date summer 2017

History In 2014 the City of North Pole passed Resolution 14-10, nominating the North Pole Streetlight Standardization Project through the local Metropolitan Planning Organization (MPO) The local MPO also know as Fairbanks Metropolitan Area Transportation System (FMATS), scored the nomination and inserted it into the Transportation Improvement Program (TIP) for funding.

History Federally designated transportation funding is allocated to each MPO to pay for projects that have been identified within the MPO boundaries. All federally funded projects require roughly a 10% match by the local agency (more for planning phases) The City would most likely pay for the match with contributions from the Capital Projects fund and the General Fund. (subject to council approval)

Project Scope The Project is broken into 4 areas: City Core, Highway Park, Morning Star and Ford. All new streetlights would be LED, have a designated lighting circuit, and be installed to current electrical code. Since the project has not been funded no engineering outside of the scope and estimate has been done, we don’t know where the lights will exactly go.

Meeting Purpose Before we begin the project we want to be sure that the project is supported by the neighborhood. We are asking property owners and residents if they are in favor or opposed to the project via survey cards and through this public meeting. All funding is subject to the councils approval of the match for this project and ongoing electricity and maintenance. There is no obligation for a subdivision to have streetlights, if a majority express that they are not in favor then we can remove the subdivision from the project.

Project Areas

Area 1 City Core The City Core is roughly identified as the streets from Davis west to Holiday and 2nd ave south to 7th ave. This area is already served with streetlights but many of them are unmetered meaning they are directly connected to the GVEA electrical grid and we pay on them based on a formula, this project would update the old lights creating a isolated circuit and placing additional lights to meet code requirements.

Area 2 Ford Subdivision Ford Subdivision is one of our newest subdivisions and has never had streetlights. It would also include Homestead Blvd. here is a rough estimate of where the lights could go (LIGHTS ARE FOR VISUAL NOT PLACED BY AN ENGINEER)

Area 3 Highway park Highway Park Subdivision is one of our older subdivisions and has never had streetlights. It would also include the beginning of Homestead Blvd. here is a rough estimate of where the lights could go (LIGHTS ARE FOR VISUAL NOT PLACED BY AN ENGINEER)

Area 4 Morning Star Subdivision Morning Park Subdivision has never had streetlights. Here is a rough estimate of where the lights could go (LIGHTS ARE FOR VISUAL NOT PLACED BY AN ENGINEER)

Examples If you are interested in what your subdivision may look like with streetlights try driving through one of our other lighted subdivisions If you live in Morning Star Subdivision or Highway Park your neighborhood check out: Northstar Drive, Blanket Blvd, Turner St If you live in Ford Subdivision your neighborhood may look most like: Patriot Drive, Minuteman, or Marquette.
