City of Harare Fire Brigade Training INSPECTION BY-LAWS Construction of buildings in Harare is done in accordance with the Model Building By Laws of 1977 which is published by the Minister of Local Government and Housing. In addition to the Model Building By Laws, the Local Authorities have the power to make their own by laws which are effective in their own areas. City of Harare Fire Brigade Training

City of Harare Fire Brigade Training INSPECTION BY-LAWS The Model Building By-Laws of 1977 do not give local authorities the power to enforce the installation of firefighting equipment in residential dwellings other than Flats, Guest houses and Hostels. Fire by-law of 1968 Section 12 states that The Chief Fire Officer may, at all reasonable times enter upon and inspect any building or land for the purpose of ascertaining:- (a)Whether adequate precautions are being taken for prevention of fire (b)Whether effective means of egress in case of fire are provided City of Harare Fire Brigade Training

THE ROLE OF THE FIRE BRIGADE IN BUILDINGS SAFETY MANAGEMENT All buildings, other than dwelling houses are installed with fire equipment such as fire extinguishers, hose reels, landing valves, and sprinklers. These buildings are inspected to ensure that the installed fire equipment is kept in good working order. The fire equipment is examined , tested and that which is found damaged is required to be repaired. The fire prevention officers are required to visit once a year each premises for the sake of inspection of the buildings. On these inspections the officers also check on the means of escape, housekeeping, fire hazards and obstruction of fire equipment. City of Harare Fire Brigade Training

BUILDING FIRE CERTIFICATION NEW BUILDINGS Before a new building is constructed plans should be submitted to the local authority. As the plans circulate through relevant Departments it also passes through the fire brigade and recommendations on fire equipment to be installed are done. Before a completed building is occupied, it should be installed with adequate fire equipment as indicated by the Fire Authority. The fire prevention keeps records of fire equipment for each building which they later use for fire clearance of the building. City of Harare Fire Brigade Training

REQUIRED FIRE EXTINGUISHING MEDIUM PUBLIC AND ASSEMBLY, BUSINESS, INDUSTRIAL OR COMMERCIAL (OTHER THAN 0FFICES AND SHOPS) Such fire extinguishing equipment as the local authority have taken into consideration the nature of activity on the premises deems necessary for (a) enabling a fire to be dealt with by occupants of the building immediately upon its outbreak. REQUIRED FIRE EXTINGUISHING MEDIUM The following buildings should be installed with sprinkler installations ie; A basement exceeding 250 square metres A garage in a building exceeding 1 000 square metres A high fire load over two storeys in height which exceeds 1 000 square metres. BUILDING FIRE CERTIFICATION NEW BUILDINGS The fire prevention officers check, examine and test the fire equipment of the completed building and if found in order they offer a fire clearance which will be used to obtain a Certificate of Occupation from the City Architect Department. FIRE PREVENTION FIRE PREVENTION Refers to the process of totally suppressing the possibility of any situation which might result in the out break of a fire. METHODS Temperature reduction in vicinity of combustible substances e.g. proper ventilation Restricting naked flames Leaving at least 1 metre between ceiling and goods Fire classification of goods while storing Gangways to be left clear between goods Machines to be well maintained Avoid overloading of circuits Good housekeeping
