skills & employment provider network Communicate Provide a two-way communications channel between SCR and the region’s S&E providers: SCR to S&E Network: to translate policy communication and interpretation, horizon scanning, objective setting into action; S&E Network to SCR: to provide intelligence from the diverse employer and learner channels and provide feedback on the effectiveness of current and proposed programmes and skills solutions.

City Region skills & employment provider network Our proposal sets out how the combined capacity and capability of the region’s ‘skills & employment providers’ will align with SCR economic growth outcomes, such as job creation, business creation and increasing Gross Value Added (GVA) which supports delivery of the Strategic Economic Plan.

To enable the SCR engage with the region’s skills & employment providers through one conduit; To optimise the region’s expertise to inform the delivery of an employer led system; To identify region’s future needs and inform capacity and capability programme; To lever inward investment and funding to maximise skills and employment opportunities; To create a collaborative model which offers the full range of skills, employment and workforce development services.

Sheffield City Region skills & employment provider network the approach… The S&E Provider network will form a collaboration of all the region’s providers; Incorporate through open membership from across the region; Work with the SCR by mirroring the region’s group structure as far as practicable; Nominate an appropriate provider representative [expert] to a number of the SCR groups; Align with both regional and national policy and strategy for economic growth and social well being; Formulate a provider capacity and capability regional programme in response to regional needs and demand.

City Region skills & employment provider network the resource… A collaboration model which brings together the best providers, of all shape and size, with both geographical and diverse coverage that meets the region’s skills & employment needs; The network represents: Ofsted graded 1 & 2 organisations Over 100 providers Independents, Colleges, Universities, Schools, UTCs Connected to and serving employers Engaged 1,000s of learners

The S&E Provider Network will mirror and engage with the City Region Structure Skills, employment and education Governance Board 19+ Skills Apprenticeships Employment Responsive to market* 14-19 Note: it is recognised that Employers and IAG will form an integral part of each working group *responsive to market [non-group] = any demand or needs identified in the future will shape and form a new group

Sheffield City Region skills & employment provider network Interim representatives….. Following the Networking for Success workshops on the 6th and 11th of April 2016 an Action Group meeting was held to progress the discussions. The Action Group met on the 19th April and would like to propose interim representatives to mirror the 5 SCR Working Groups that feed into the Skills, Employment and Education Governance Board Apprenticeship Kelly Bailey - Interserve (existing provider rep) Chris Ash – Skills for Careers Employment Diane Wainwright – The Source Michelle Pearce – The Work Company 14-19 Chris MacCormac – Morthyng 19+ Skills Funding Jonathan Wells – HR Training Skills, Employment and Education Governance Board – TBC

skills & employment provider network the representation role (1)….. Each representative will be responsible for co-ordinating communication with all skills and employability providers regarding their workgroup’s plans and activities. Where the SCR subgroups are already established and active the representative will attend the relevant subgroup meetings. The three currently active SCR subgroups are: Apprenticeships, Careers Advice and 19+ Skills Funding, and 16-18 Strategy may follow shortly The purpose of each group will be to ensure that the whole provider network are able to feed into the relevant SCR sub group via the representative and the representative will also provide clear feedback to the group at future meetings. Collaborative working will be a key objective for each of the groups.  

skills & employment provider network the representation role (2)..… Formal Terms of Reference will be agreed at the first meetings and an appropriate Chair nominated by each group. All skills and employment providers will be represented at each of the 5 groups and the purpose and objectives agreed by all. It is proposed that the current SCR Provider Network meeting will continue as a strategic forum for the whole network to meet and that future meetings are co-chaired and have a co-agenda between SCR and the provider Network. That will also provide a forum for the members of each provider workgroup to come together to ensure an overarching approach to regional matters.
