Investment project on construction of OSB factory

Information of JSC «Ugra-Plit» Joint stock company «Ugra-Plit» was established by the Government of Khanty-Mansiysk Autonomous Okrug – Ugra with the purpose of creation an enterprise on added-value wood processing in Sovetskiy Region of KhMAO-Ugra. Capital stock of the company is amounted 1 bln. 250 mln. rubles. The one shareholder of the company is the Government of the Okrug.

The Government of KhMAO-Ugra(100% shares) 1 этап – создание производства ДСП мощностью 150 тыс. м3 в год, в настоящее время данный этап завершен полностью, стоимость составила 2.9 млрд. руб., профинансировано за счет проекта акционерного капитала в размере 1.25 млрд. руб. и кредита ЗАО « ЮниКредит Банк» на сумму 30 млн. евро. 2 этап – расширение производства ДСП и увеличение мощность до 265 тыс. м3 в год, сейчас идет реализация данного этапа. Стоимость этапа составляет 780 млн. рублей, финансируется частично за счет кредитных средств ОАО «Сбербанк России», частично за счет собственной выручки. Срок окупаемости данного этапа – 5,5 лет. 3 этап – дальнейшее развития предприятия, создание производств OSB и смол для плитной промышленности. Management structure The Government of KhMAO-Ugra(100% shares) The Board of directors The General director The governing board of the company is formed and operated in accordance with the Federal Law «On joint-stock companies» The highest management body is the one shareholder – the Government of Khanty-Mansiysk Autonomous Okrug – Ugra, represented by the Department of the management of public property. Also the Board of directors is elected and functioned in the company. The management of current activity is carried out by the one executive authority– the General director. Terms of reference of the governing board are shared in accordance with the charter of the company.

Production site JSC «Ugra-Plit» presents modern production of chip plates with the capacity of 265 thous. m3 per year and the quantity of workers more than 200. The site, on which the production is situated, has significant potential for further development – big square, unoccupied buildings, reservoir of capacity of electricity and gas-supply. According to world experience, it seems advisable to combine plate production (chip plate, OSB, MDF) on the one site. It allows to use common infrastructure, labour force, storage area much more effective. Construction of an OSB factory on the given production site is the most attractive, taking into account Russian market saturation of MDF.

Efficiency Construction of two plate enterprises on the one site will allow to process timber, cut in the Okrug, in value added products without wood waste. Construction of OSB factory will have synergy effect, because each production increases the efficiency of the other one. The value of the project on construction of OSB factory with the capacity of 200 thous. m³ per year amounts about 5,5 bln.rub., including 35 mln. Euro – complex delivery of production line of the German company Siempelkamp, comprising equipment of the companies Pallmann, Ness. construction of OSB factory will allow to create to 140 working places. Project payback period is 6 years.

OSB production in Russia OSB plates are modern construction material, for which demand is increasing rapidly, OSB market in Russia is measured at 1 mln. m³ in 2014. Russian production is less than 40%, and the rest demand is satisfied at the import’s cost. Consequently, the planned production will be directed to import substitution. Already built Russian factories on OSB production will primarily satisfy demand of the central Russian regions.. It is possible that the situation in Ural and Siberia won’t cardinally change and plate deficit will remain until the production startup in the region.

Project implementation The study of wood material base of Berezovskiy, Kondinskiy, Oktyabrskiy and Sovetskiy Districts of KhMAO-Ugra was undertaken. This study showed sufficient wood material base for OSB production. (FSUE «Roslesinforg»); Project documentation is developed; Project feasibility study is developed; Preliminary negotiations with banks were conducted; Equipment procurement contracts were signed in Oktober, 2014; Favorable state expert's conclusion on project documentation was received in February, 2015.
