YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 7 YouthBuild Program Overview The YouthBuild program:  Provides education and construction skills training for at-risk youth  Creates post-program opportunities for youth by placing them in employment or post-secondary education  Helps youth transform their lives and their communities  Provides a safe and caring environment for youth  Builds or renovates affordable housing

YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 8 Award Information A.Combined Competition:  Funds available for this competition are from separate appropriations (FY 2010 and FY 2011) and will be awarded separately. B. Award Amount:  The award amounts for all grants awarded under this solicitation will range from $700,000 - $1.1 million.  Approximately $30 million in FY 2010 funds are available for immediate award and are reserved for competitive awards to organizations that did not receive funding in the FY 2009 competition.  The number of awards made using the FY 2011 appropriation is contingent upon the funds appropriated by Congress and is unknown at this time.

C.Period of Performance:  3 years –Up to two years of core program operations Plus –An additional nine to twelve months of follow-up support services and tracking of participant outcomes for each cohort of youth  Expected start date: –Within six months of award date

YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 11 Eligible Applicants  A public or private nonprofit agency or organization (including a consortium of such agencies or organizations with a designated lead applicant), including, but not limited to: –Community or faith-based organizations; –An entity carrying out activities under WIA, such as a local workforce investment board or One-Stop Career Center; –A community action agency; –A state or local housing development agency; –An Indian tribe or other agency primarily serving Indians; –A community development corporation; –A state or local youth service conservation corps; or –Any other relevant public or private non-profit entity that provides education or employment training and can meet the required elements of the grant. YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 12 Eligible Participants An individual may participate in a YouthBuild program only if such individual is:  Between the ages of 16 and 24 on the date of enrollment; and  A member of a disadvantaged youth population such as a member of a low income family, a youth in foster care (including youth aging out of foster care), a youth or adult offender, a youth who is an individual with a disability, a child of an incarcerated parent, or a migrant youth; and  Is a school dropout or an individual who has dropped out of high school and re-enrolled in an alternative school, if that re-enrollment is part of a sequential service strategy. YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 13 Eligible Participants Cont’d.  Up to (but not more than) 25 percent of the participants in the program may be youth who do not meet the education or disadvantaged criteria above but are: –Basic skills deficient, despite attainment of a secondary school diploma, General Education Development (GED) credential, or other state-recognized equivalent (including recognized alternative standards for individuals with disabilities); or –Have been referred by a local secondary school for participation in a YouthBuild program leading to the attainment of a secondary school diploma. YouthBuild Solicitation for Grant Applications (SGA-DFA PY 10-02) Prospective Applicant Webinar 14 Matching Funds and Leveraged Resources  Cash or in-kind resources equivalent to 25 percent of the grant award amount –Applicants who fail to provide a 25 percent match will be considered non-responsive  Prior investments or Federal resources may not be counted as match  To be allowable as part of match, a cost must be an allowable charge for Federal grant funds in accordance with the Federal cost principles as indicated in Part IV(E)  Make distinction between matching funds and “additional” leveraged funds  Only the matching funds should be shown on the SF-424 and SF-424A –If match amount is not met, or a portion is found to be an unallowable cost, the amount of DOL grant funds may be decreased on a dollar for dollar basis. This may result in the repayment of funds to DOL.  All other leveraged resources should be explained in the budget narrative separate from the explanation of match. Matching funds and leveraged resources can come from variety of sources including: –public sector –non-profit sector –private sector –investor community –philanthropic community Refer to page 61186, Section D of the SGA for more detail
