The overall process :  The Commission carried out a number of preparatory activities:  Gap Analysis  Stakeholder Consultation  Transport Advisory Group report  The Commission elaborates first orientations  Discussions with the Programme Committee  First discussion 22 June  Second discussion 27 September (endorsement)  Input to the Strategic Programming Document of Horizon 2020 (to be adopted in November 2016)  Start work on the elaboration of the Work Programme at the end of Orientations towards Horizon 2020 Strategic Programming

TAG Report The TAG report identifies 4 main areas and 16 research priorities. The main areas are: Technologies and their interface with the transport system; Efficiency, resilience and effectiveness of the transport system; Economic and commercial competitiveness, business models and markets; Accounting for the human: demand, needs and behaviours; inclusion and access The 16 research priorities address all the common elements mentioned earlier as well as complementary areas such as: maintenance of infrastructure, health, governance and regulatory frameworks, updating the research knowledge box. 6 Orientations towards Horizon 2020 Strategic Programming – TAG report

Member States first contributions In addition to individual contributions, 21 Member States provided a joint 'Strategic Directions' document which identifies four priority areas: Robust System (technology and methodology) Behavioural Insight (the human factor) Quality of Life (health and well-being) Impact of Change (long term developments) These priority areas accommodate practically all the common elements mentioned earlier (such as: air quality and GHG emissions, automation, electrification, resilience safety and effectiveness of the transport system, etc) and attach, a strong emphasis on the demand-pull, user-focused side of innovation. 7 Orientations towards Horizon 2020 Strategic Programming – Member States

First orientations towards a scoping paper Based on the various inputs, the first orientations for aim to: Provide a systemic and integrated approach on the transport system Complement the technology oriented R&I with a strong focus on user needs, societal issues and regulatory framework Address major policy imperatives and challenges (Climate change, Sustainable development, Physical-Digital) Prepare for the transformations of the transport system (electromobility, automation, new mobility options and models) 8 Orientations towards Horizon 2020 Strategic Programming

First orientations towards a scoping paper Structure the priorities along four main areas: Towards an integrated, sustainable and robust transport system Technologies transforming the transport system Competitiveness, business models and markets Accounting for the people: demand, needs and behaviour; inclusion and access 9 Orientations towards Horizon 2020 Strategic Programming

Towards an integrated, sustainable and robust transport system This area incorporates social, economic and environmental aspects of the transport system, exchangeability of different transport modes, and new mobility concepts such as 'Mobility as a service'. Research should aim to: Integrated door to door mobility for passengers and freight, including new mobility concepts Efficient and effective maintenance of assets and infrastructure Enhancing safety for users in all transport modes Establishing health as a driver for mobility with pollution-free, low noise solutions Increasing the transport system resilience and levels of security 10 Orientations towards Horizon 2020 Strategic Programming

Technologies transforming the transport system This area includes research in technological innovations both within and outside the strict boundaries of the transport sector which can lead to drastic improvement of the transport system performance in terms of efficiency as well as of environmental and climate change concerns. Research should aim to: Accelerate decarbonisation with energy efficiency in all transport modes and support the shift of transport towards environment friendly solutions Advance electromobility, including charging, energy harvesting, storage and improved battery performance for clean and competitive transport Drive automation, connectivity and digitisationfor more efficient and safer transport Develop radical and disruptive new transport technologies 11 Orientations towards Horizon 2020 Strategic Programming

Competitiveness, business models and markets This area addresses competitiveness in relation not only to technological developments, but also in relation to organisational and regulatory frameworks for innovation, new and innovative business models and new opportunities offered by new mobility patterns and digitisation. Research should aim to: Up keeping the competitiveness and leadership of the EU transport sector Establishing the framework conditions for new business models, mobility patterns and technologies Developing Big Data as a platform for new mobility business models 12 Orientations towards Horizon 2020 Strategic Programming

Accounting for the human factor: demand, needs and behaviour; inclusion and access In this area, the emphasis is on further knowledge on demand and behaviour (needs and preferences) of users, particularly in light of new technological developments, changing socio-economic paradigms and financial constraints. In parallel, improving the 'knowledge toolbox' is essential in order to improve our capacity to evaluate, monitor and assess the impact of mobility solutions and policies. Research Research should aim to: Understanding and anticipating the dynamics of mobility demand, accounting for the human factor Updating and enhancing the knowledge toolbox (datasets, models, foresight, indicators, etc) for the impact assessment of mobility solutions and policies. 13 Orientations towards Horizon 2020 Strategic Programming
