1 Conference on U.S. Leadership in ISO and IEC Technical Committees Presented by David Q. McDowell Chair, USTAG ISO TC130 USTAGs and Joint Working Groups

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 2 Overview Why Joint Working Groups (JWGs) What the Directives say Kinds of JWGs Our experience in TC130 The issues that impact USTAGs Things that get in the way What ISO needs to do to help What ANSI needs to do to help

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 3 Why Joint Working Groups? Most efficient use of resources Topics that impact more than one TC Topics where knowledge base of more than one TC is critical to development of a Standard Standards where more than one TC needs to be part of the decision-making process

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 4 What the Directives say Directives mainly focus on ISO/IEC JTCs and JWGs JTC1 is obvious example of an ISO/IEC JTC (but probably not what Directives are focused on) Little on joint activities within ISO

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 5 What the Directives say Directives Part 1, In special cases a joint working group (JWG) may be established to undertake a specific task in which more than one ISO and/or IEC technical committee or subcommittee is interested. For administrative purposes the joint working group shall be placed under one of the parent committees, nominated by mutual agreement. A proposal to establish a joint ISO/IEC working group, … submitted for approval to the technical management boards.

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 6 Kinds of JWGs Between ISO and IEC  Only ISO/IEC JWG like activity, is the work between IEC and ISO re Parts of IEC (Multimedia systems and equipment - Colour measurement and management)  IEC side is IEC/TC100/TA2  ISO side is ISO/TC42/JWG22 (TC42&TC130)  Not really a Joint Working Group  Dual logo and dual voting but not clear procedures for balloting and comment resolution

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 7 JWGs Within ISO (that I am aware of) TC130/JWG7 (TC42 and ICC) - Color Profile Spec TC130/JWG8 (TC42) – Colorimetry TC42/JWG20 (TC130) – Camera Characterization TC42/JWG21(TC130) – Densitometry TC42/JWG22 (TC130) – ISO Coordination ISO/IEC Joint Color Management Work TC42/JWG23 (TC130) – Color Management TC42/JWG24 (TC130) – Viewing Conditions TC171/SC2/JWG5 (TC42, TC130, TC46/SC11) – PDF/A

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 8 Our experience in TC130 JWG concept has proven to be an efficient way to work USTAG process works well only because of the people involved CD, DIS, FDIS ballots circulated to involved USTAGs Ballot results consolidated and resolved by representatives of each USTAG involved and circulated to all participants for review prior to submission Single US recommendation and single set of US comments provided to ANSI for US response

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 9 The issues that impact USTAGs Extra time required for resolution and consolidation of comments Making sure primary USTAG Secretariat remembers that it is a JWG Coordination of US position when there are conflicting comments between USTAGs Identification ballot documents requiring multiple interest group involvement Recognition of multiple TC involvement

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 10 Things that get in the way Identification of multiple TC involvement on ballots of documents

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 11

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 12 A seldom used reminder

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 13 Things that get in the way Identification of multiple TC involvement on ballots of documents Recognition of multiple TC involvement in published International Standards

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 14 Recognition DIS wording (as approved by DIS ballot): "ISO was prepared by Technical Committee ISO/TC 171, Document management applications, Subcommittee SC 2, Application issues, WG5, PDF/A, consisting of representatives of ISO/TC 171/SC 2, Document management applications - Application issues, ISO/TC 130, Graphic technology, ISO/TC 42, Photography, and ISO/TC 46/SC 11, Information and documentation - Archives/records management.“ ISOCS suggested wording for Publication (after much pressure): ISO was prepared by Technical Committee ISO/TC 171, Document management applications, Subcommittee SC2, Application Issues, in collaboration with Technical Committees ISO/TC 130, Graphic technology, ISO/TC 42, Photography, and ISO/TC 46, Information and documentation, Subcommittee SC11, Archives/records management.

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 15 Recognition Some ISOCS Comments:  We are following the ISO rules, and cannot go to the WG in the foreword of an ISO standard.  …. this would be a deviation to the ISO rules always followed in the foreword of ISO standards.  … ISO International Standards are developed by committees based on national membership. Working groups are simply groups of experts working under the authority of a committee but the standard is developed under the aegis of and approved by the parent committee(s).

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 16 Recognition Directives Part 2: Foreword …………………… d) an indication of any other international organization that has contributed to the preparation of the document;

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 17 Things that get in the way Identification of multiple TC involvement on ballots of documents Recognition of multiple TC involvement in published International Standards Knowledge that most other National Bodies only ballot interest group of primary TC

A Conference on U.S. Leadership in ISO and IEC Technical Committees November 9-10, 2005 Slide 18 What ISO needs to do to help Recognize existence and validity of ISO JWG work Provide clear identification of documents that are to be balloted to the National Body interest groups of more than one TC Provide more guidance in the directives:  For the operation of ISO JWGs  For the recognition of participants in documents produced by JWGs
