Agenda Events involving prospective student- athletes hosted on an institution’s campus. Coach involvement with events involving prospective student-athletes.

Starting Point Traditional Tryout It is NOT permissible for an athletics department coaching staff member to observe or conduct physical workouts or other recreational activities designed to test the athletics abilities of a prospective student-athlete. NCAA Division III Bylaw

Starting Point Tryout Events It is NOT permissible for an institution or conference to host, sponsor or conduct a tryout camp, clinic, group workout or combine devoted to agility, flexibility, speed and strength tests for prospective student-athletes. Bylaw

Events Hosted on an Institution’s Campus Involving Prospective Student-Athletes

Best Practices Educate your conference services office on NCAA rules. Ask to review all contracts that involve athletics events or use of athletics facilities before they are signed. Assure that what is agreed upon is not altered without athletics department approval.

Basics What can we host/conduct on our campus? Tournaments or other competition based events that do not involve athletics testing. HOWEVER, “Combine" events that involve a mix of competition based and testing based activities without any instruction would be considered "tryout events" and may not occur on an institution’s campus. Sinking Ship League Dear Athletics Director: The Sinking Ship League is in its fifth season of providing competition for high school soccer players in the summer. We are looking for a regulation soccer field to rent every Tuesday night from 6 – 10 p.m. starting May 15 for eight weeks. Please let me know if your facility is available and the rental fee. Issues??? May an institution rent its facility to an organization that will conduct competition? YES, an institution may host/conduct tournaments or other competition based events that do not involve athletics testing. If prospective student-athletes are involved, the institution must follow it’s established policies and fee structure. Educational Column June 17, 2011

Swimming Up Stream Inc. Dear Coach: We are conducting an athletics testing event this summer and would like to rent your facility. We will be running high school football players through strength and agility drills. There will be no instruction or contests, so we will not be tearing up your field. We are looking at August 1-5, 2016, from 9 a.m. - noon each day. Please let me know if your facility would be available for us to rent and what are the costs associated with the rental. Issues??? May an institution rent its facility to a recruiting or scouting service for a camp? First, need to ask what activities are taking place. Instructional camp - YES. HOWEVER, service must pay the going rate, institution may not endorse or advertise the event and athletics department staff members may not work the event. If a combine, then NO. Bylaw

Coach Involvement with Events Involving Prospective Student- Athletes

Best Practices Require coaches to have all outside activities approved in advance. NCAA rules still apply to those on 9- or 10-month contracts. Review all promotional materials of any event or camp your staff will be involved in. Ask the sponsoring entity to confirm the format of the event or camp.

Starting Point Institutional Camp or Clinic Any camp or clinic that is owned or operated by a member institution or an employee of the member institution's athletics department, either on or off its campus. Bylaw

Starting Point Format of institutional camps and clinics An institution's sports camp or clinic shall include instruction or practice programming. Bylaw

Starting Point NonInstitutional/Privately Owned Camp or Clinic Athletics department personnel may serve in any capacity in a privately owned camp or clinic provided the camp or clinic operates like in institutional camp or clinic. Thus…. (a) The camp or clinic shall be open to any and all; and (b) The camp or clinic shall not give free or reduced admission to any prospective student-athlete. Bylaw

Smart Fish Swim Camp Dear Coach: We are conducting a one day swim camp on July 14, The camp is limited to rising seniors with a high academic credentials. Because of the academic profile of your institution, we would love to have you join us an instructor at camp. Please let me know as soon as possible if we can count on you to participate. Issues??? May a institution’s coach be employed by an “academic camp”? NO, since the camp is not open to any and all, an institution’s coach is not permitted to be employed by the camp. Bylaw

Issues??? May a institution’s coach be employed by a camp conducted by a recruiting or scouting service? Athletics department staff members are NOT permitted to be employed, in any capacity by a recruiting or scouting service. Bylaw NCAA Division III Official Interpretation December 15, 2015

Issues??? Can the camp employ prospective and current student- athletes? YES, an institutional camp may employ both prospective and current student-athletes provided they are paid the going rate. Bylaws and Can the camp brochure feature a student-athlete? YES, an institution may use the name or picture of any student- athlete to publicize or promote its camps or clinics, including in camp brochures or other advertising. Bylaw

Issues??? Can the camp be advertised as an elite camp? YES, a camp may use any descriptors it wishes in its name, what is most important is that it meets the attendance and activity restrictions. Bylaw Can the camp include competition? YES, provided instruction is part of the camp, competition can also be included. Bylaw

Issues??? The coach has written a note on the brochure directed at Tommy, is this an issue? There are no restrictions on recruiting materials sent to prospective student-athletes. Provided the camp is open to all limited only by age and number of campers and Tommy does not receive any special arrangements for registration, this is permissible. Bylaw

Camp Information Camp Attendance: Camp is open to any and all baseball players in grades 9-12, who have competed at the varsity level for their high school. Fees: $50. Discounts Available: Early Bird Discount : Register by March 1 and receive $10 off. Group Discount : Submit 10 registrations or more at one time and each camper receives $10 off. Community Discount : All students who attend a District 13 High School receive a $10 discount.

Issues??? Any issues with the camp attendance restrictions? Camps may be restricted by age or grade but not based on athletics ability. Bylaw Any issues with the discounts being offered? It is permissible to provide a discount for early registration or a group discount, provided the discount is available to all. It is not permissible to provide a discount based upon a prospective student-athlete’s school or community. Staff Interpretation August 27, 2009

What Campers will Receive at Camp Lunch: Campers should bring a lunch or pizza will be available for sale. Campers will be able to watch counselors scrimmage against coaches every day. Awards: Awards will be presented to the top teams and campers. Video Services Available: For an additional $20 fee, a camper will be provided with a video of his camp performance. The video will also be shared Staying Afloat Scouting Service free of charge. Admission and Financial Aid Presentation: Teddy Tugboat, Director of Admissions will speak about Eeerie Lake College. Recruiting Presentation: Athletics Director Kelly Kayak will speak about Eeerie Lake Athletics.

Issues??? Is it permissible to provide awards to the campers? YES, awards can be given to any or all campers provided they are included in the camp fee. Bylaw Is the video service permissible? While it is permissible to provide video services and the camp is charging an extra fee, providing the video to a recruiting and scouting service is not permissible. Official Interpretation July 14, 2006

Issues??? Is the admissions/financial aid presentation permissible? YES, nonathletics institutional staff members may present and provide general institutional information to camp participants. Bylaw Is the recruiting presentation about ELC permissible? NO, athletics department staff members shall not engage in recruiting activities during institutional sports camps or clinics. Bylaw

Issues??? Is the counselor game permissible? Student-athletes may not participate in organized practice activities other than during the institution's playing season in the sport. Since the camp is during the summer, practice activities organized and observed by the coach are NOT permissible. Bylaw

Issues ??? Are the coaches permitted to recruit Tommy during camp? NO, recruiting activities are prohibited during the camp. What if Coach Slugger waited until after camp was over on Thursday? After camp has concluded, then a coach may engage in recruiting activities. Bylaw Official Interpretation May 10,2010
