Beyond the Repository: Research Systems, REF & New Opportunities William J Nixon Digital Library Development Manager

Repository needs: A Glasgow perspective Fulfilling our Open access agenda and obligations Increasing the visibility of University research Implementing a university wide publications database Mandating electronic theses deposit Preparing for assessment exercises

Key Drivers for Open Access in the University Increased impact for research made openly available Public presentation of the University’s research profile Compliance with funding body policies on Open Access –Wellcome Trust –Research Councils UK Effectively managing our research publications

Meetings with Heads of Department over the summer and late 2008 Follow-up meetings with academic colleagues in early 2009 Library’s role in the RAE seen as very positive Support across the University Colleagues asking “How” not “Why”? Not losing sight of “full text” Publications policy in Senate, June 2008 A “Quiet Revolution”?

Four Concerns given by Staff Content –What should be provided? How? When? Copyright –Will you ask me to break © agreements? What support is available? Context –How will this data and the full text be seen and accessed? Citations –Will the open access versions be cited rather than the publisher version? Impact on citations

Key Stakeholders Academic staff Departmental administrators University Library IT Services Corporate Communications Research and Enterprise Human Resources “No Repository is an island.”

Twin Tracks : Policies and Technology Policies Strongly Encourage (April 2006) University Policy Statement on Publications (June 2008) Technology Mature repository software Ease of import and export of data Integration with staff web pages

University Publications Policy – June 2008 The objectives of this policy are: To increase the visibility of research publications produced by staff employed by or associated with the University of Glasgow To ensure that research outputs are prepared and curated in a way which helps maximise the value that they have for the university in terms of the external use of bibliometric data e.g. league tables, post RAE

Three R’s: RAE, REF and Repositories Research Assessment Exercise [and] Research Excellence Framework [equals] Opportunities for Institutional Repositories

Research Assessment Exercise at Glasgow Library managed RA2 submission Part of the University’s RAE Data Collection team “Low barrier” approach using Reference Manager software Repository used to publish “In Press” material Key outcome of RAE Review was the need for a University publications database Library proposed that the repository be used

Research Excellence Framework Pilot Aims explore which subjects should use bibliometric indicators under the new framework assess which categories of staff and publications should be included in future bibliometric exercises test the main sources of citation data and any requirements for cleaning the data before analysis (we will explore the use of both the Web of Science and SCOPUS) develop the process for collecting and managing bibliographic data develop and test methods for analysing citations and benchmarking against international norms identify our preferred means of constructing the indicator in the form of a citation profile, and how this can be used within the REF explore what supplementary information the process can usefully generate.

REF Pilot Data Collection Glasgow one of 22 pilot institutions Key information required –Staff (2001-7) –Publications (2001-7) 27 Units of Assessment submitted Library gathered publications data in Reference Manager (incl dept databases) Optional publication information –Thomson/ISI Identifiers –Scopus ID’s –DOI’s

University Publications Database & Research System Need for a University Publications database Enlighten identified as the most appropriate platform Integration opportunities with Research System –Funders and project codes –Staff identifiers –Alerts for compliance with OA Grants

Opportunities for Repositories Engaging with the REF re: data requirements and opportunities for Repositories (Recent JISC call 12/08) Identifying plug-ins and tools which will assist with the needs of assessment exercise Strengthening relationships with academic colleagues and departmental administrators Putting the repository at the heart of research publications data collection

Our Future Work Managing our new publications policy Ongoing work with academic colleagues and administrators Enabling “ownership” of publications data Embedding publications data beyond the repository Implementing workflows for capturing both full text and metadata
