Recommendation No. 197 Defines the national framework of risk prevention at the workplace. Article 14 of R. 197 stipulates that the national profile on OSH should include the following elements: -Laws and regulations, CBAs where appropriate; -The authority or body responsible for OSH; -Systems of inspection; -Arrangement to promote cooperation between management, workers and representatives at the enterprise level; -The national tripartite advisory body; -The information and advisory services on OSH;

Continues -The provision of OSH training; -The OSH services in accordance with national law and practice; -Research on OSH; -Collection and analysis of data on occupational injuries and diseases; -Insurance or social security schemes covering occupational injuries and diseases; -The support mechanisms for a progressive improvement of OSH conditions in micro enterprises, small and medium-sized enterprises and in the informal economy.

Continues In addition, the national profile should include information on the following elements: -Coordination and collaboration mechanisms at national and enterprise levels; -Technical standards, codes of practice and guidelines on OSH; -Educational and awareness-raising arrangements, including promotional initiatives; -Specialized technical, medical and scientific institutions; -Personnel engaged in the area of OSH; -Occupational injury and disease statistics; -OSH policies and programmes of organisations of employers and workers; -Regular or on-going activities related to OSH, including international collaboration; -Financial and budgetary resources with regard to OSH; -Data addressing demographic, literacy, economy, employment and other relevant information.

Tripartite Consultation (ILS) Convention, 1976 (No. 144) This priority convention sets forth the meaning of “representative organisations” of employers and workers. The convention requires ratifying States to operate procedures that ensure effective consultations between representatives of the government, of employers and workers on matters regarding: -Items on the agenda of the ILC; -Submissions to competent national authorities of newly adopted ILO standards; -Re-examination of un-ratified conventions and recommendations; -Reports on ratified conventions; and -Proposals for denunciations of ratified conventions. Employers and workers shall be represented on an equal footing on any bodies through which consultations are undertaken, and consultations shall take place at least once every year.

Enterprise Level Cultivate a culture of prevention of subordinate workers through: -Commitment: - Importance assigned by the enterprise to OSH; - Available resources and time management for safety; - Enterprise initiated incentive schemes for rewarding good practices related to safety; - Refusal of unsafe conditions. -Communications: adherence to democratic and participatory governance. -Knowledge Development, Management and Dissemination: formal and informal training, feedback and evaluation. -Risk perception and attitudes: an accurate and shared view of the risk posed by each hazard and the acceptance and confidence in the corresponding controls.
