Situational awareness and incursion management while maintaining airfield lights and signs. By Tiina Maripuu Software Product Specialist Team Eagle Ltd.

TOPICS Components of GIS/GPS based system FAA AC 150/ minimum requirements for the airport ground vehicle runway incursion warning system (RIWS) How does the GIS/GPS and RIWS based system work on the airfield?

GIS - Geographical Information System Geo-referenced map image Data storage (database component) Reporting Analysis Spatial data Data layers Attributes (e.g. light type, light ID etc.)

4 GIS based system example

A runway incursion can happen in one or more of the following situations:  complacency  poor communication  loss of situational awareness  poor visibility

Identifiable features to prevent runway incursions:  holding position markings on taxiways and runways  non-movement area boundary markings or any markings bordering the AOA that may cause an incursion or surface incident  RSAs

Basic functions  Provide position of RIWS-equipped vehicle locations  Provide a moving map indicating the position of the vehicle on the airport  Provide a warning/alert signal (audible and visual ) to the vehicle driver

Performance  The required system performance for vehicle location: <10ft 95% of the time and update rate: once per second (minimum)  Vehicle warning time: increase 6 feet in advance of the movement direction for every 1 mph increase in speed.  System initialization: upon vehicle start-up

Ambient environmental specifications  Operating temperature range: -4F to 140 F  Dust, water and vibration resistance  Humidity  Weather conditions (local)

Minimum vehicle display requirements  5-inch diagonal touch screen  Display resolution of 480 x 272 pixels  WQVGA (Wide Quarter Video Graphic Array) colour TFT (Thin-film transistor) with white backlight  Moving map  Proximity warnings

Standard features  Display dimming  Vehicle speed indicator/warning

Optional features  Historical tracking and vehicle trails  System integrations  Zone creation  Networking capability  Multi-vehicle tracking  Document display

Vehicle proximity warning feet growing 6 feet with every additional miles per hour

Xerion Claas – smaller vehicle Plow kmh

Oshkosh plow – much larger vehicle Plow 84 0 kmh

20 Mph Look-Ahead - the cone extending in front of it is quite short Plow kmh

30 Mph Look-Ahead – the cone has extended in relation to speed Plow kmh

40 Mph Look-Ahead Plow kmh

False alarms 32 Masking zones One size fits all – solution is not viable due to the non-conformant/exceptions and complex/unique geometry of the airports

GIS/GPS/RIWS – what else? 33 Airfield lighting inspection and maintenance tasks

Inspections

Inspection types

Inspection checklists

Location and asset based discrepancy recording

Maintenance and repair

Query based reporting engine

Display data spatially for analysis

Other features 41 Alerts and notifications Permitted outages Automatic distribution of reports Routes Schedules and task management Integration with workorder/asset management systems – Inventory
