Osaka-Kobe The twin cities of Osaka-Kobe are located in the Kansai region of the Japanese island of Honshu. This region, as elsewhere in Japan, has limited flat land. Osaka and Kobe lie between the steep-sided mountains of central Honshu and Osaka Bay. Kansai, with a population of over 9 million, has become a world leader in education, science, business, technology, and industry... But this success has not been achieved without problems.
