Arcata Solid Waste and Recycling Collection Services  Universal Collection  Reviewed strengths and complaints of the system  Received initial proposal from Arcata Garbage Company, staff added additional requests based on citizen calls and changes in City operations

Cost Neutral Enhancements / Changes  Conversion from dual stream collection to single stream;  The addition of twice a year curbside collection of bulky items;  Pilot green waste curbside collection program - $4.00/month;  10 solid waste bins and 10 green waste bins for City sponsored clean up days;  Development and upkeep of a website with access to online billing and service/rate information;  Collection of city street sweeper tailings and solid waste / recycling collection at the City’s new public works office and new corporation yard;  Additional 5 years added to the franchise contract.

Single Stream Collection Eureka, Fortuna, Humboldt State University and Humboldt County have all implemented single stream. HWMA is currently working on a draft request for proposals for long term recycling processing. Hard to capture the environmental or cost benefits that may be associated with dual stream with just Arcata’s tonnage. Clean streams of cardboard/fiber or materials that local businesses can reuse (glass, plastics etc..) will be separated ahead of time.
