CARERS & PERSONALISATION CARERS & PERSONALISATION MANCHESTER CITY COUNCIL CARERS STRATEGY TEAM IN MANCHESTER

Background Putting People First National Carers Strategy PERSONALISED SERVICES Pre-purchased services In Manchester, Personalisation is at the heart of our commissioning strategy to ensure that carers can choose the services that are best to support them.

Care for the future: A life not a service Key features of the ASC change programme

Care for the future: A life not a service

Carers Individual Budget Grant to enable carers of adults to take a break Two bands of funding: £250 and £500 Accessed via a Carer’s Needs Assessment Available once per financial year Equivalent grant fund available for carers of children WHAT IS THE CARERS IB?

Carers Individual Budget Holidays, day trips and short breaks Educational courses Domestic help Computer Gym Membership Driving lessons Games consoles (for young carers) HOW CAN THE CARERS IB BE USED? FLEXIBILITY IS THE KEY: The Carers IB allows carers to decide what is a break for them

Carers Individual Budget YEARNo of applicationsSpend 2007/08412£200, /09980£400,000 THE ‘AS IS’ Increased publicity and training in 08/09 Two bands of funding introduced applications received every month

Carers in Context LOOKING TO THE FUTURE YEARTARGET No of applications EXPECTED Spend 2009/101,500£750, /112,000£1,000,000 Targets set out in our Carers Commissioning Strategy It is proposed that PCT funding will be used to facilitate service expansion

Developing the Carers IB A Carers RAS (Resource Allocation System) is currently being developed for carers of adults The Carers RAS will replace the current Carer’s Needs Assessment form The nature of a carer’s caring role will directly translate to cash payments A Carer’s Needs Assessment will assess the eligibility of every carer for a Carers IB

Personalisation: The BIGGER picture ‘Personalisation’ must be achieved by strategically commissioning services that offer flexibility and choice to carers. All carers services in Manchester will be tendered this year. The tender has been shaped by carers, carers service providers, and national and local policy.

Personalisation: The BIGGER picture What will the tender mean for carers? Improved quality of services Greater equality of services across the city Certain services (such as weekend breaks) will be individualised - Carers can use their IB to purchase - Services will be supported to continue

Personalisation: The BIGGER picture What will the tender mean for carers? All services must, under contract, consult with carers and react to changing needs Current good practice will continue, where possible A wide range of good quality services that compliment each other and are able to respond to carers’ needs giving carers increased control over the services that they receive. In summary, our aim is to provide:
