The LEAP external monitoring of a county is made by the members of the Regional Consortium, representatives of the institutions in a county different than the one for which the monitoring is performed. The SAP external monitoring in a county is performed by the members of the LCDSP Each monitoring team consists of minimum 2 members of the RC/LCDSP. It is recommended that in each monitoring team there be also representatives of the employers and/or trade unions. The chair and secretary of the RC/LCDSP have an important role in coordinating the monitoring process
