National Skill Development Corporation

 Aim: To provide skills training for the youth.  Implementing Ministry: Ministry of Skill Development and Entrepreneurship (through the National Skill Development Corporation).  Coverage: 24 lakh persons.  Primary focus: Class 10 pass and 12 dropouts.  Initial Outlay: 1500 crore. (Not much when compared to other areas of Government spending. Youth often don’t get the attention they deserve!)

Highlights of the PMKVY skill training Skill training would be done on the basis of recent skill gap studies conducted by the NSDC for the period For assessment of demand of central ministries/departments/state governments, industry and business would be consulted. The target for skilling under the scheme will be associated with union government ’ s flagship programmes such as make in india, digital india, swachh bharat abhiyan and national solar mission. Primary focus of skill training is for the first time entrants to the labour market and class 10 and class 12 drop outs.

The scheme would be implemented through NSDC training partners. Currently NSDC has 187 training partners that have over 2300 centers. In addition, Central / State Government affiliated training providers would also be used for training under the scheme. Focus under the PMKVY would be on improved curricula, better pedagogy and better trained instructors. Training would include soft skills, personal grooming, behavioral change for cleanliness, good work ethics. Sector Skill Councils and the State Governments would closely monitor skill training that will happen under PMKVY. The scheme would be implemented through NSDC training partners. Skill Development Management System (SDMS) to verify records Skill Development Management System (SDMS) to verify records Skill Development Management System (SDMS) would be put in place to verify and record details of all training centers a certain quality of training locations and courses. Biometric system and video recording of the training process would be put in place where feasible. All persons undergoing training would be required to give feed back at the time of assessment and this would become the key element of the evaluation framework to assess the effectiveness of the PMKVY scheme. A robust grievance redressed system would be put in place to address grievances relating to implementation of the scheme. An online citizen portal would be put in place to disseminate information about the scheme

What student will get ? Student admission Fees Rs.1000/- ( On Successful Completion of the course will be refunded to the students ) Rs.1500/- N.S.D.C. CERTIFICATE

Eligibility of the centre? Eligibility of the centre? To provide necessary premises of atleast 1200 sqft in a prominent location for smooth conduct of classes with two class rooms and necessary electricity, ventilation and toilet facility. To provide necessary infrastructure such as class room with chairs, computer and lcd, white board reception table, requisite lighting and drinking water. To begin with deploy one receptionist, two sales person for mobilizing students and two trainers (one for each course) and increase the number based on requirement. Has to ensure mobilization of students and also to give the details of enrolled beneficiaries list centre wise, male and female wise, along with group photo containing their names along with their faculties.

Has to conduct training as per syllabus, duration and methodology submitted as per the proposal. Has to keep accurate records, registers of attendance and ensure atleast 75% attendance. Has to engage well qualified teaching faculties. Has to give schedule of examination to the first party. Has to issue certificates to the successful candidates and also effect placement and give copy of the appointment letter to the first party. Has to apply and obtain valid service tax number. Has to send necessary reports and details as is requested by the first party. The courses offered are exclusive and will not reproduce the same or similar course under any other banner.
