Syria Recovery Trust Fund Post-conflict re-construction in MENA 11 Apr 2016 – Barcelona, Spain.

Overview The Syria Recovery Trust Fund (SRTF) is a multi-donor trust fund initiated by the Group of Friends of the Syrian People and its Working Group on Economic Recovery and Development. It serves to channel grant funding from the international community in a transparent and accountable manner into projects inside Syria with the objective of alleviating the suffering of the Syrian people. The Framework Agreement to establish the SRTF was signed on September 2, The parties to the agreement include the three original donors: the Federal Republic of Germany, the United Arab Emirates, and the United States of America, together with the National Coalition of Syrian Revolutionary and Opposition Forces (SOC) as the legitimate representative of the Syrian People. 2

Since inception the SRTF received over EUR 147m as contributions as per the following:

SRTF SECTORS Water Health Electricity Education Food Security Waste Removal Agriculture Rule of Law Transport Telecom Public Enterprise Housing SRTF focuses on essential service rehabilitation and recovery in six priority sectors and six other sectors. SRTF funds are generally available to support the following expenditures: Eligible Expenditures & Sectors Capital investment : Infrastructure Cost, Equipment, and Technical supplies. Operational costs : Salaries (of staff working directly on SRTF financed projects or necessary for running it), Cash for work, Fuel (use of renewable energy when feasible), and Incremental costs. 5
